HomeMy WebLinkAbout#19 - Award Bids for Doors for New City Center DATE: January 18, 2022 CONSENT AGENDA ITEM: Award Bids for Overhead and Coiling Doors for New City Center SUBMITTED BY: Jake Dickson, Assistant City Administrator BACKGROUND: At the January 4th City Council Meeting, the Council awarded contracts for painting for the new City Center and Publics Works addition. H+U Construction solicited additional contracts for overhead doors and coiling doors, and has since received bids. ISSUE BEFORE COUNCIL: Should the City Council award bids for overhead doors and coiling doors at the New City Center? PROPOSAL: Included in your packet is a resolution awarding overhead and coiling doors labor and material for the New City Center and Public Works Addition to Quality Overhead Door. FISCAL IMPACT: Overhead doors contracts for labor and materials in the amount of $174,000 and coiling doors contracts in the amount of $166,080 are included in the previously approved GMP. The GMP included $350,000 for these items, so these contracts include a cost savings of nearly $10,000 OPTION: 1) Approve Resolution No 2022-011 2) Amend and then Approve Resolution No 2022-011 3) Do not approve Resolution No 2022-011 RECOMMENDATION: If removed from the Consent Agenda: “Motion to approve Resolution No 2022-011, a Resolution Accepting Bids and Awarding the Contracts For the Overhead and Coiling Doors for the New City Center and Public Works Addition.” ATTACHMENTS: • Resolution No 2022-011 City of Lake Elmo, MN Resolution No. 2022-011 A Resolution Accepting Bids and Awarding the Contracts For the Painting of the New City Center and Public Works Addition 1 WHEREAS, pursuant to an approved motion to move forward with design and bidding for a new City Center and Public Works Addition by the Lake Elmo City Council during the September 7th, 2021 City Council meeting; and, WHEREAS, the advertisement for bids was published on September 24th and October 1st, 2021 in the Stillwater Gazette; and, WHEREAS, bids were received, opened, and tabulated according to the law, and bids were received complying with the advertisement on October 5th, 2021; and, WHEREAS, no bids were received for contracts #0833 labor or materials, the City Council authorized H+U Construction to solicit quotes from qualified contractors for the work of these contracts, pursuant to Minnesota Uniform Municipal Contracting law. The Guaranteed Maximum Price includes costs for these trade contracts, based on preliminary quotes that were received after the bid opening;and, WHEREAS, H+U Construction has solicited quotes and provided a letter recommending the award of the contract to the lowest responsible bidder, Quality Overhead Door, for overhead door materials for $153,500 and overhead door labor for $20,500 for a total of $157,727, and coiling door materials for $153,080 and coiling door labor for $13,000 for a total of $166,080; and, NOW THEREFORE, the council authorizes the City Administrator to execute agreements for the aforementioned trade contracts and the assignment of trade contracts, transferring responsibilities of the trade contract to H+U Construction; and, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LAKE ELMO MINNESOTA THAT: 1. That the Mayor and City Clerk are hereby authorized and directed to enter into Contracts in the accordance with the above ordered Project, in the amount of the Contractor’s lowest responsible bid, and according to the plans and specifications thereof approved by the City Council 2. The City Administrator is authorized to approve all necessary payments for any and all inspections associated with the new City Center and Public Works Addition. 3. The City Council authorizes the City Administrator to execute Assignment of Trade Contract, assigning certain rights under the Trade Contract and retaining certain rights under the Trade Contract and Construction Manager is accepting and assuming those rights and obligations for the defined work under the Trade Contract. The Assignment of Trade Contracts will assign the Contracts approved above to H+U Construction and execute an amendment to the existing AIA A133-2009 Construction Manager contract that establishes a Guaranteed Maximum Price of $13,402,787 for the construction of the new City Center and Public Works Addition. Adopted this 18th day of January 2022 by the Lake Elmo City Council.
