BACKGROUND: In accordance with the City’s Capital Improvement Plan, a new water tower is planned for construction in 2022/2023 to support growth and development within the low-pressure zone areas of the city and to provide overall storage capacity for the city’s water supply system. The project includes a 1.0 million gallon composite elevated storage tank, similar in design and construction to the Inwood Water Storage Tank constructed in 2014. The welded steel storage tank will be elevated roughly 100 feet high by placing it on a large diameter reinforced concrete support tower. The tank overflow elevation will be set at the 1085 elevation as identified in the city’s comprehensive water plan. The foundation design and construction will require over excavation by approximately 10 feet with import of granular fill materials due to the existing fill materials that were found on the site during geotechnical investigations. The project includes site and utility improvements, electrical and control improvements, and pressure reducing valve control station modifications necessary for a complete and functioning water storage tank. To integrate the tank communications and operations with the city’s SCADA system, modifications are included for the pressure reducing valve located on Lake Elmo Avenue and the UPRR. Site work includes grading, restoration with seeding, access roadway with turnaround, and minor tree planting (five trees) to be placed for screening. The bid package also includes the painting of 2 City logos on the tank. The tank color and logo orientation can be determined after bids are received. The project is planned to start construction in 2022 and be online at the end of 2023. On November 16, 2021, the City Council approved the plans and specifications for Water Tower No. 3 and authorized staff to advertise the project for bids. The Project was advertised on QuestCDN.com and in the Stillwater Gazette in accordance with the Minnesota Competitive Bidding requirements. PROPOSAL DETAILS/ANALYSIS: Bids were received and opened electronically on January 11, 2022. The City received 3 bids for this project, with Phoenix Fabricators & Erectors, LLC providing the lowest bid in the amount of $3,493,000. Contractor references for Phoenix Fabricators & Erectors, LLC were reviewed by the City’s engineering consultant for the project and a letter recommending the award of the project is attached as part of this agenda item. The City Engineer and his consultant are therefore recommending that the Council award the contract to the lowest responsible bidder, Phoenix Fabricators & Erectors, LLC as outlined in the attached letter. FISCAL IMPACT: Approval of this resolution commits the council to enter into a construction contract for Water Tower No. 3. Entering into a construction contract for this portion of the project has a total post-bid estimated project cost of $3,910,000. The project will be funded through the Water Enterprise Fund. This project is a part of the Water Tower No. 3 Capital Improvement Project which has a total post-bid estimated project cost of $4,550,000 (vs. CIP Budget of $4,110,000). RECOMMENDATION: Staff is recommending that the City Council approve a resolution accepting bids and awarding a contract to Phoenix Fabricators & Erectors, LLC in the low bid amount of $3,493,000 for Water Tower No. 3. The recommended motion for this action is as follows: “Move to approve Resolution No. 2022–012 accepting bids and awarding a contract to Phoenix Fabricators & Erectors, LLC in the amount of $3,493,000 for Water Tower No. 3.” ATTACHMENTS: 1. CITY OF LAKE ELMO WASHINGTON COUNTY STATE OF MINNESOTA RESOLUTION NO. 2022-012 A RESOLUTION ACCEPTING BIDS AND AWARDING A CONTRACT FOR WATER TOWER NO. 3 WHEREAS, pursuant to an advertisement for bids for Water Tower No. 3, bids were received, opened, and tabulated according to law, and bids were received complying with the advertisement; and WHEREAS, bids were tabulated, checked and summarized to verify that all requirements of the submittal were met; and WHEREAS, the project engineer reviewed the bids and has provided a letter recommending the award of the contract to the lowest responsible bidder, Phoenix Fabricators & Erectors, LLC, for the bid amount of $3,493,000.00. NOW, THEREFORE, BE IT RESOLVED, 1. That the Mayor and City Clerk are hereby authorized and directed to enter into a Contract in the accordance with the above ordered Project, in the amount of the Contractor’s lowest responsible bid, and according to the plans and specifications thereof approved by the City Council. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next two lowest bidders shall be retained until a contract has been signed.
