ISSUE BEFORE COUNCIL: Should the City Council accept bids and award a contract for the Water Tower No. 3 Trunk Watermain Extension? BACKGROUND: In accordance with the City’s Capital Improvement Plan, a new water tower is planned for construction in 2022/2023 to support growth and development within the low-pressure zone areas of
the city and to provide overall storage capacity for the city’s water supply system. The Water Tower No. 3 Trunk Watermain Extension will connect the new water tower to the city’s trunk watermain distribution system. The project includes approximately 2,000 feet of 16-inch HDPE watermain pipe extended along
Lake Elmo Avenue, from 5th Street North to the water tower side located at the southwest corner of Hudson Boulevard and Lake Elmo Avenue. A 10-inch watermain will extend across Lake Elmo Avenue to the east boulevard to connect to the proposed Crossroads-Launch development, and an 8-inch stub will be placed
at the 3rd Street Place intersection for potential future extension of watermain into the Forest neighborhood. Hydrants and system valves have been placed according to city standards and as determined by the Lake Elmo Fire Department and Department of Public Works. The watermain extension project is planned for construction in 2022. On November 16, 2021, the City Council approved the plans and specifications for the Project and authorized staff to advertise the project for bids. The Project was advertised on QuestCDN.com and in the Stillwater Gazette in accordance with the Minnesota Competitive Bidding requirements. PROPOSAL DETAILS/ANALYSIS: Bids were received and opened electronically on December 15, 2021. The City received 6 bids for this project, with Northdale Construction Company, Inc. providing the lowest bid in the amount of $523,672.42. Contractor references for Northdale Construction Company, Inc. were reviewed by the City’s engineering consultant for the project and a letter recommending the award of the project is attached as part of this agenda item. The City Engineer and his consultant are therefore
recommending that the Council award the contract to the lowest responsible bidder, Northdale Construction Company, Inc. as outlined in the attached letter.
As a part of this award staff is requesting Council to provide the City Administrator authorization to enter into a material testing contract for the geotechnical construction phase services for the project in the not-to-exceed amount of $10,000. Staff has requested proposals from Braun Intertec and AET, Inc.
FISCAL IMPACT: Approval of this resolution commits the council to enter into a construction contract for the Water Tower No. 3 Trunk Watermain Extension improvements. Entering into a construction contract for this portion of the project has a total post-bid estimated project cost of $634,000. The project will be funded through the Water Enterprise Fund.
This project is a part of the Water Tower No. 3 Capital Improvement Project which has a total post-bid estimated project cost of $4,550,000 (vs. CIP Budget of $4,110,000). RECOMMENDATION: Staff is recommending that the City Council approve a resolution accepting bids and awarding a contract to Northdale Construction Company, Inc. in the low bid amount of $523,672.42 for the Water Tower No. 3 Trunk Watermain Extension. The recommended motion for this action is as
follows: “Move to approve Resolution No. 2022–013, accepting bids and awarding a contract to Northdale Construction Company, Inc. in the amount of $523,672.42 for the Water Tower No. 3 Trunk Watermain Extension.” Staff is also recommending that the City Council authorize the City Administrator to enter into a material testing contract for geotechnical construction phase services for the project, in the not-to-exceed amount of $10,000. The recommended motion for this action is as follows: “Move to authorize the City Administrator to enter into a material testing contract for geotechnical
construction phase services in the not-to-exceed amount of $10,000 for the Water Tower No. 3 Trunk
Watermain Extension.”

WASHINGTON COUNTY STATE OF MINNESOTA RESOLUTION NO. 2022-013 A RESOLUTION ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE WATER TOWER NO. 3 WATERMAIN EXTENSION
WHEREAS, pursuant to an advertisement for bids for the Water Tower No. 3
Watermain Extension, bids were received, opened, and tabulated according to law, and bids were received complying with the advertisement; and WHEREAS, bids were tabulated, checked and summarized to verify that all requirements of the submittal were met; and
WHEREAS, the project engineer reviewed the bids and has provided a letter recommending the award of the contract to the lowest responsible bidder, Northdale Construction Company, Inc. for the bid amount of $523,672.42.
NOW, THEREFORE, BE IT RESOLVED, 1. That the Mayor and City Clerk are hereby authorized and directed to enter into a Contract in the accordance with the above ordered Project, in the amount of the Contractor’s lowest responsible bid, and according to the plans and specifications thereof approved by
the City Council. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next two lowest bidders shall be retained until a contract has been signed.

Northdale Construction Company, Inc. has worked in Lake Elmo and other metro communities on similar
utility construction projects of various sizes. SEH engineers can conclude that Northdale Construction
Company, Inc. has the experience and ability to complete a project of this size and scope.
Accordingly, we recommend the project be awarded to Northdale Construction Company, Inc. in the
amount of $523,672.42.
