CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm. PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Jeff Holtz and
Lisa McGinn. ABSENT: Councilmember Dale Dorschner. Staff present: Administrator Handt, City Attorney Tierney, City Engineer Griffin, Public Works Director Powers, Fire Chief Kalis, and City Clerk Johnson APPROVAL OF AGENDA
Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPROVE THE AGENDA AS PRESENTED. Motion passed 4 – 0. ACCEPT MINUTES
Councilmember McGinn, seconded by Councilmember Holtz, moved TO ACCEPT THE MINUTES OF THE JUNE 21, 2022 CITY COUNCIL MEETING AS PRESENTED. Motion passed 4 – 0.
PUBLIC COMMENTS/INQUIRIES Dave Moore, 8680 Stillwater Boulevard, commented on City equipment being operated on
public streets without slow moving vehicle signage and expressed concern for the operator’s
safety.
PRESENTATIONS Richard Sachs, Jr. was recognized for his 25 years of service with the Lake Elmo Fire Department Mike Coleman was recognized for his 5 years of service with the Lake Elmo Public Works
Department.

Councilmember Holtz, seconded by Councilmember McGinn, moved TO APPROVE THE CONSENT AGENDA AS PRESENTED. Motion passed 4 - 0.
ITEM 9: Change Order for Lake Elmo City Center Project – Motor Power Clarifications City Administrator Handt provided an overview of the requested change order for the City Center project to add low ambient heating equipment to the VRF system to provide a supplemental heat
source during extreme cold conditions.
Cindy McCleary, Leo A. Daly, explained the recommendation for adding on to the heating system.
Mayor Cadenhead, seconded by Councilmember Holtz, moved TO APPROVE ASI-12 FOR
THE NEW CITY CENTER AND PUBLIC WORKS ADDITION. Motion passed 4 – 0.
ITEM 10: Change Order for Lake Elmo City Center Project – Public Works Revisions City Administrator Handt reviewed proposed changes to add steel that was missed on a revision
to the plans and update the floor plan.
Councilmember McGinn, seconded by Councilmember Holtz, moved TO APPROVE PR-12
FOR THE NEW CITY CENTER AND PUBLIC WORKS ADDITION. Motion passed 4 – 0.
ITEM 11: Portable Toilet Policy Public Works Director Powers presented the proposed portable toilet policy to be used in
determining portable toilet placement in City parks.
Councilmember Beckstrom, seconded by Councilmember McGinn, moved TO APPROVE
ADOPTING THE PARKS PORTABLE TOILET POLICY AS PRESENTED. Motion passed
4 – 0.
ITEM 12: Approve Concurrence to Award a Construction Contract for the CSAH 15 (Manning Ave.) and 30th St. Intersection Improvements City Engineer Griffin reviewed the bids and project costs and the City’s share of the cost for the improvements. Councilmember McGinn, seconded by Councilmember Holtz, moved TO APPROVE RESOLUTION NO. 2022-072 CONCURRING WITH WASHINGTON COUNTY TO AWARD
A CONSTRUCTION CONTRACT FOR THE COUNTY STATE AID HIGHWAY (CSAH) 15 (MANNING AVENUE) AND 30TH STREET INTERSECTION IMPROVEMENTS. Motion passed 4 – 0.

COUNCIL REPORTS
Mayor Cadenhead: Thanked the Fire Department, Public Works and volunteers for their help with the 4th of July kids’ parade.
Councilmember Holtz: Thanked volunteers for their work on the 4th of July kids’ parade.
Councilmember McGinn: Commented on the 4th of July celebration and thanked volunteers. STAFF REPORTS AND ANNOUNCEMENTS
Fire Chief Kalis: Noted that recruitment of paid on call firefighters is open.
City Engineer Griffin: Reported on various construction projects currently in progress.
CLOSED SESSION Councilmember Holtz, seconded by Councilmember McGinn, moved TO GO INTO CLOSED SESSION PURSUANT TO MINNESOTA STATUTES SECTION 13D.05, SUBDIVISION 3
(B), ATTORNEY-CLIENT PRIVILEGE TO REVIEW THREATENED LITIGATION BY
NORTHPOINT DEVELOPMENT, LLC. Motion passed 4 – 0. Closed session held
Councilmember Holtz, seconded by Councilmember McGinn, moved TO RETURN TO OPEN
SESSION. Motion passed 4 – 0.
