CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm. PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Dale Dorschner
and Jeff Holtz. ABSENT: Councilmember Lisa McGinn. Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Fire Chief Kalis and City Clerk Johnson APPROVAL OF AGENDA
Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPROVE THE AGENDA AS PRESENTED. Motion passed 4 – 0. ACCEPT MINUTES
Councilmember Dorschner, seconded by Councilmember Beckstrom, moved TO ACCEPT THE MINUTES OF THE SEPTEMBER 6, 2022 CITY COUNCIL MEETING AS AMENDED AND THE SEPTEMBER 13, 2022 WORKSHOP AS PRESENTED. Motion passed 4 – 0.

ITEM 22: 2023 Budget – General Fund and Tax Levy
City Administrator Handt presented the proposed budget and levy for 2023 and noted the need to
set the final hearing. Brief discussion held.
Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPROVE
RESOLUTION 2022-82 APPROVING THE 2023 PRELIMINARY GENERAL FUND
BUDGET, 2023 PRELIMINARY PROPERTY TAX LEVY, AND SETTING A PUBLIC
HEARING DATE FOR THE 2023 BUDGET AND PROPERTY TAX LEVY FOR TUESDAY,
DECEMBER 6TH , 2022 AT 7:00 P.M. Motion passed 4 – 0.
ITEM 23: Authorize Preliminary Design and Site Acquisition Engineering Services for Well No. 6
City Engineer Griffin presented the proposed scope of services for design and site acquisition for the Well No. 6 project. Councilmember Holtz, seconded by Councilmember Dorschner, moved to authorize SEH, Inc. to complete the Topographic and Boundary Survey, and Preliminary Design for Production Well No. 6 as outlined in the attached Task Order No. 21. Motion passed 4 – 0.

STAFF REPORTS AND ANNOUNCEMENTS
Administrator Handt: Reported on upcoming RFP for a new auditing firm.
City Clerk Johnson: Provided an update on Absentee Voting for the November 8th General
Election.
City Engineer Griffin: Reported on gravity sewer extension with Oakdale.
Meeting adjourned at 7:34 pm.
