Lake Elmo, MN 55042 Dear Ms. Handt and Members of the Review Committee, I am pleased to submit HKGi’s qualifications for consideration to provide the City of Lake Elmo with contracted Landscape Architecture services. HKGi has been providing municipal and other public sector clients with community planning and design services since 1982. Our staff includes eight licensed landscape architects and four designers with degrees in landscape architecture. We pride ourselves on providing clients with reliable and responsive service, leveraging our creativity and experience to address each community’s unique character and needs. Our approach emphasizes listening to community members and stakeholders and using the design process to address their concerns and desires. For this particular project, our firm’s qualifications are enhanced by the fact that our staff also includes four certified community planners and an additional three staff members who have training and experience as community planners. Much of the work anticipated under this contract resembles the day-to-day planning services that HKGi provides for multiple municipal clients. Several of our staff planners dedicate 80-90% of their billable time to day-to-day planning services, which involve development application reviews and reports to planning commissions, zoning ordinance reviews and revisions, and other general community planning topics. Our landscape architects frequently provide support for site reviews to ensure that proposed developments are in compliance with municipal development codes. Our staff understand the sensitive nature of these reviews, both from a timeliness standpoint and from a client service standpoint, and are well- prepared to provide these services to the City of Lake Elmo. As you will see in this proposal and from speaking with current and past clients, HKGi also brings substantial experience and skill in a variety of community design topics. From park, trail and streetscape design to construction administration services, HKGi delivers reliable, high-quality client services. If you have questions about our qualifications, please don’t hesitate to contact me at the contact information listed below. We appreciate the opportunity to be considered to provide these services, and we look forward to speaking with you soon. Suite 103 Minneapolis, MN 55401 COLLABORATE LISTEN EXPLORE CREATE 2 Landscape Architecture Services - Proposal HKGi HKGi was established in 1982 to provide community- based planning and landscape architecture services to clients throughout the Upper Midwest. Our objective is to help clients build great places for people to live, work, and play. We achieve this objective by using a community-based approach that emphasizes listening to the ideas, needs, concerns and desires of community stakeholders, and then using that input as the foundation for our planning and design work. Regardless of whether we are developing a park master plan, a set of streetscape improvements, or conducting development application reviews, our planning and design process emphasizes collaboration, clear and timely communication, listening to the community, and providing sound advice and guidance on community development issues to our public sector clients. Other City Landscape Architecture Clients HKGi currently provides on-going planning and landscape architectural review services in varying capacities for the cities of Greenfield, Kasson, Lindström, Marine on St. Croix, Mound, St. Francis and Richmond. For these clients, our services typically include coordinating with staff, reviewing applications for completeness, maintaining statutory review schedules, reviewing plans, preparing staff reports, FIRM QUALIFICATIONS drafting resolutions or ordinances, coordinating with legal on development agreements or maintenance agreements, providing constructive feedback to applicants (both seasoned developer/designers as well as do-it-yourself applicants) and presenting materials to advisory boards and elected officials. In some cases, this work includes on-site inspection and construction administration to ensure landscape or grading installation is done according to approved plans. For these communities, our landscape architects and planning staff also provide project specific work including: » Area master planning or redevelopment studies » Detailed or specialized zoning districts or strategies (such as shorelands ordinance or landscape ordinances) » CIP planning and asset management » Comprehensive planning » Park system planning » Park and trail master planning, design and construction documentation and administration » Streetscape design and construction You will find that our team of landscape architects and planners have both breadth and depth of experience in community development, planning, and design. With this well-rounded array of experience, our staff not only reviews plans for conformance but also helps shape plans that benefit both the applicant and community. 3 Firm Qualifications In addition, we have provided services on an interim basis (during staff transitions, temporary leave, or periods of excessive project demands) for a number of clients including Carver, Richfield, Stillwater, and St. Louis Park. Familiarity with City of Lake Elmo HKGi’s experience working in the City of Lake Elmo includes conducting a development master plan study in Section 16 between 38th Street North and Stillwater Boulevard North east of Ideal Avenue North. This study was conducted in collaboration with FOCUS Engineering for the City of Lake Elmo and was completed in May, 2020. HKGi also served as a subconsultant to Leo Daly for a Municipal Facility Site Study. This study was conducted for the City of Lake Elmo, and HKGi’s involvement in that project concluded in May, 2022. In addition to these two projects, HKGi was the lead author of the MOVE: Bicycle-Pedestrian Plan for Washington County. This project included an inventory of bicycle-pedestrian facilities throughout the county, including in Lake Elmo, and also identified potential improvements to Washington County’s bicycle and pedestrian infrastructure. This project included engagement with county residents and municipal staff from cities within Washington County. Client Service HKGi’s approach emphasizes responsive client service, which means that our professionals are proactive in communicating with City staff and providing timely responses that meet client deadlines and expectations. Timeliness is particularly important when providing development application review services as legal statutes require review and response within a proscribed amount of time. HKGi’s planners and landscape architects are accustomed to executing development application reviews according to both state and municipal requirements and guidelines and assign these reviews the highest priority. HKGi’s community-based approach also means that the firm’s objective is to develop plans and designs that take their direction from the client and local stakeholders. We use the community’s values, needs, and desires as the foundation for our work. We leverage our technical skills and knowledge to produce strategies, plans, and designs that are appropriate for the community and will help them achieve their long-term goals and vision. For development application review services, it is HKGi’s objective to provide clients with sound community planning and design advisory services. This charge means that we provide the City with professional guidance according to planning and design best practices and in adherence to legal and ethical guidance and practices. Our role is to provide information and guidance so local leaders can make well-informed decisions about development occurring in their communities. Ethics and Conflicts of Interest As a consultant firm that works for both public and private sector clients, potential conflicts of interest can occasionally present themselves. HKGi is not currently conducting work for any private sector clients in Lake Elmo and the firm currently has no potential conflicts of interest that would impact the firm’s ability to conduct development application reviews for the City of Lake Elmo. Should a potential conflict of interest arise, however, an HKGi Principal would notify the appropriate City staff member or members and engage them in a discussion regarding the appropriate course of action. HKGi takes ethics and conflicts of interest seriously. As consultants to public sector clients, maintaining the trust of both our clients and the public is paramount. Therefore, we stress open communication and transparency to ensure that we avoid any conflicts of interest that might negatively impact our public sector clients’ or the public’s faith in our ability to act in their best interests. 4 Landscape Architecture Services - Proposal KEY PERSONNEL Key Personnel HKGi offers a multi-disciplinary team of landscape architects and planners who will be available to conduct work under this contract. We can adapt our templates to the City of Lake Elmo or we can work with existing templates. This allows for thorough review of criteria and ensures key items are not missed. »Quality control – our team includes review by professional staff and a check by a senior level licensed staff prior to issuing staff reports or review comments. Our firm personnel has long standing and current direct experience working with the FOCUS Engineering Inc. team and is familiar with the context of Lake Elmo. Project Management Approach Our staff will work collaboratively with the City to establish a process for taking a project through the process from accepting the application to signing off on an as-built or release of security. We are able to draw on many examples from our work and can use those examples to assist the City of Lake Elmo in achieving its development goals. Experience Examples On the pages that follow, we have included examples from three of our current planning services clients. We have also included additional examples from communities in which we have provided more specialized landscape architecture services similar to some of the services identified in the City of Lake Elmo’s request for proposals. Because of the scope of services provided in the example projects, several of HKGi’s staff members have been involved in project management and delivery. HKGi also developed the City’s 2040 Comprehensive Plan, which is designed to enable the community to preserve and maintain its rural residential character while also providing more diverse housing options. Because Greenfield is experiencing suburban development pressures, HKGi has identified several strategies to help the community maintain its rural character even while new commercial and residential developments are being built. We will review proposals and meet with developers and community members to convey City standards, code requirements, processes, and procedures related to the tree preservation and landscape requirements of the City. Our team will also attend other meetings, such as Planning Commission and/or Council meetings, when warranted and as directed by City staff. GIS Inspection Mobile Device Application Figure Stantec LANDSCAPE ARCHITECTURE SERVICES PROPOSAL | 13 RESPONSE TO ISSUES AS DIRECTED BY STAFF To address questions, concerns, and issues as they arise, Stantec will respond in a timely manner. As directed by City staff, these services may include field site visits and inspections, public presentations, Ordinance revisions, additional reviews, and recommendations for Staff, among other tasks. We will clearly communicate these requests and clarify when work task order authorizations are necessary before proceeding. OTHER ITEMS/ADDITIONAL SERVICES Non-traditional Landscaping Techniques/Ordinance Revisions: We are enthusiastic about policy, design, implementation, operations, and maintenance that is forward thinking and responsive to our communities and changing world. Climate adaptation and resiliency, alternative energies, multimodal transportation alternatives, and Smart Cities are a few of the emerging areas our landscape architecture and multidisciplinary team contribute. Our work in these arenas presents a great opportunity for us to identify feasible opportunities within the City to respond to current challenges, future trends, and development demands. Working with Project Partners: Stantec will work with other firms, as directed by the City for specific projects, innovative planning updates, or community driven public amenity improvements which could include neighborhoods, community and regional trail connections, public safety through environmental design, safe routes to schools, or clean water legacy funding. Grant Opportunities: We recognize that securing Park and Trail, Safe Routes to School, ARPA or other funding is a critical component of executing projects that advance the quality of life in communities and generate existing trail segment connections, improve amenity access, and develop feasible solutions for future parks and trails within the search corridor areas. At Stantec, we have 150+ funding specialists and have helped communities in Minnesota secure over $41 million in grants over the past four years. Our extensive team has experience identifying, securing, and managing regional, state, and Federal funding programs and possesses an excellent track record supporting clients across North America. Funding services are a natural and complementary extension of the other technical and professional services we offer as a firm. With Stantec, from concept to construction you have an integrated team of resources at your fingertips—not only grant writers, but over 120 funding experts, experienced financial consultants, urban planners, engineers, landscape architects, transportation designers, and GIS analysts. We have compiled a team of Funding Advisors that have decades of experience developing financial plans and securing grants and loans for communities in Minnesota. Land Use Application Review Process A suggested process for the dedicated consultant team to review land use applications within the statutory 60-day review period.. The Stantec team envisions the following land use application review process, and will work with the City to refine the detailed steps so we can most efficiently work together: Communication and Internal Coordination: Open project budget and work task order for plan review task approval upon direction from Staff. Maintain consistent communication and check-ins with City staff by recommending using a ½-hour coordination call once a month to address development status updates, critical issues requiring resolution, and identify upcoming opportunities for community improvements. We have employed a shared spreadsheet between Stantec and City staff that tracks development landscape reviews and warranty periods; an additional opportunity exists to share a similar tracking method between City staff, the City Landscape Architect, and City Engineer for additional clarity on development and other permit status. Land Use Application Packet Improvements: To aid City staff in conducting pre-application meetings with applicants, we propose to provide recommendations for application checklist revisions to address clarity and inconsistent wording between current code requirements and checklist language. We aim to improve the ease of application completeness without overburdening application submissions. Our team also sees an opportunity to develop a tree preservation calculation worksheet, available for applicants to download from the City website, to aid the consistency and completeness of tree preservation calculations. This worksheet would be submitted as part of the appropriate application submittal packet and would increase our team’s landscape review efficiency and ability to focus on the big picture code requirements and less on the data entry of applicants that misinterpret tree categories or miscalculations. Submitted Application(s) Review: Our team will screen applications for completeness initially and will communicate missing application checklist items within two business days, prior to completing a full review. This provides an opportunity for quick response in the event the missing plan or document failed to upload or download from the provided link. We will then complete a full application review–checking plans, details, supporting graphics, narrative, and responses that are required for the specific application. We will summarize our findings and recommendations in a response memo for inclusion in the Staff report. This process has typically been completed within one to two weeks of application receipt by Stantec, depending on the Council or Commission meeting schedule. Stantec LANDSCAPE ARCHITECTURE SERVICES PROPOSAL | 14 Landscape Plan Approval, Warranty, and Acceptance Process A suggested process for the dedicated consultant team to manage approved landscape plans from City Council approval to City acceptance of the installed plan. The process should outline how the consultant would update City staff on compliance with the approved plan. Landscape Plan Approval: Our team will stay informed on Council action and recommendations and follow up with City staff on conditional approval actions at the monthly check-in coordination call and as we update the shared tracking spreadsheet. Warranty Period and Inspections: Through our monthly coordination call and consistent updates to the shared tracking spreadsheets, Stantec will be able to anticipate the development’s construction status and subsequent upcoming landscape inspection schedule. Our process would not change but rather the timing of site inspections specific to each development. Sarah maintains periodic communication with the Developer and Contractor to request the specific landscape installation timeframe, which will translate to a real time schedule for initial landscape review, mid-term landscape review, final review, and final acceptance. At the time of each review, we will summarize our landscape findings and out of compliance components in a memo and distribute this memo to the Developer, Contractor, and City staff. We see an opportunity to improve the turnaround time of the landscape inspection summary memo by means of transitioning Stantec’s current Lake Elmo GIS-based landscape database into an inspection tool capable of storing inspection photos, notes, findings and distributing the inspection results/ memo within a day of conducting the inspection. As City Landscape Architect, Sarah will collaborate with you on details to streamline this process and the communications with City staff. Acceptance: The final recommendation of acceptance memo is distributed by Stantec to all parties (Developer, Contractor, and City staff) after conducting a final warranty inspection that finds all landscape Code requirements and warranty items have been met. City staff then forward a recommendation to release the landscape escrow as appropriate for the development and parties involved. Stantec LANDSCAPE ARCHITECTURE SERVICES PROPOSAL | 16 Project Examples Showing specific knowledge and expertise including project management skills and methodology used to monitor project budgets. Dance Hall Creek Hennepin County/Greenfield, Minnesota The Stantec team worked with stakeholders from the City, County, and Watershed Commission to develop a 300-acre integrated development and natural resources master plan, conceptual plans for seven parcels within the study area, and a stormwater BMP prioritization matrix with the goal to improve water quality to Lake Sarah. The stormwater BMP prioritization matrix analyzed a normalized, 30-year lifecycle cost-benefit for various BMPs using estimate of water quality benefits, construction costs, and operation and maintenance costs to compare the efficacy of each BMP. As part of this project our multidisciplinary team analyzed community septic system options, alternative development scenarios, market and financial feasibility of conservation development, site specific, nature-based concept plans for individual parcels, and feasible water-quality best management practices. Key Staff: Sarah Harding—Project Manager Delano Downtown Task Force Delano, Minnesota The City of Delano contracted with Stantec in an effort to develop recommendations to guide future development and redevelopment within the City's Downtown District. Stantec worked with the City of Delano staff and planning consultant and Downtown Task Force members to identify current conditions and opportunities, prioritize improvement projects, and develop concepts for streetscape, park, and public-realm wayfinding and signage improvements within the historic downtown district. After over 6 months of collaboration meetings, presentations, and work sessions, the Central Business District Design Guidelines which informed the 2022 Delano Downtown Plan was approved by Council earlier this year. Key Staff: Sarah Harding—Project Manager The Blaine Wetland Sanctuary Development Master Plan Blaine, Minnesota The 511-acre Blaine Wetland Sanctuary, located on the Anoka Sand Plain, will eventually offer 3.2 miles of developed trails and 4.5 miles of soft surface trails, two open water features, and an interpretive center. The Development Master Plan will be implemented in phases over a period of six years, starting in 2016. Stantec is providing full design and construction administration services for each of the six phases of development. Visitors began accessing and enjoying the site after the first phase, which included a parking lot and trails and boardwalk across the northern part of the site, was completed in the summer of 2017. When fully implemented, the Development Master Plan will provide for a unique destination open space for residents of Blaine and the surrounding area. Key Staff: Jacob Burgstahler—Landscape Design Stantec LANDSCAPE ARCHITECTURE SERVICES PROPOSAL | 17 Blue and Green Corridors Project New Orleans, Louisiana Our neighborhood redesign uses large neutral grounds to store water during flood events and create beneficial water areas to enhance the community. Elysian Fields Avenue will have a beautifully planted canal with water features and play spaces that bring the community together. Green infrastructure interventions were designed to reintroduce water to the ground, and a network of biking and pedestrian facilities (using a complete streets approach) were designed to create new connections to the places where the residents work, play, and live. Master Planning for Southwest and Roscoe Righter Parks Blue Springs, Missouri Stantec provided program development and site design to create a master plan for each park. Our design for the 75-acre Roscoe Righter Park includes several amenities such as a large activity center, an open flex-lawn, a multi-season ice and inline skating ribbon, rock climbing, pickleball, an adventure course, and shared use paths and trails that wander through wildflower fields with iconic shelters at strategic locations. For the 55-acre Southwest Park, our design takes advantage of the site's partially wooded property and two natural streamways to provide a natural setting that combines a variety of active, passive, and venue-oriented opportunities. City of Wausau - Riverfront Brownfield Redevelopment Wausau, Wisconsin The new riverfront design includes an Americans with Disabilities Act (ADA), publicly-accessible boat and fishing wharf, a kayak launch, a multi-use trail system, riverbank restoration, landscaping amenities, and lighting and site furnishings. Our work also turned toward a previously navigable stream that had been encapsulated into a large-diameter storm sewer as the city developed. To restore the stream, it was daylighted and an arched bridge was built over it with a lighted waterfall feature (for both visual and functional appeal). We are excited to show you how our company could meet your needs for these services. We have put together a strong multi- disciplinary team with decades of experience within the public and private sector for this project which will ensure the city of Lake Elmo meets the demands of development in the community. Professional and Responsive | WSB understands the pace of development in Lake Elmo demands a responsive and experienced professional team to meet deadlines. Landscape Architecture, Natural Resources, and Community Planning divisions can meet that demand by using their internal resources to ensure plans, costs, and policies that need review and input with a fast turnaround time. Technology | The process of exchanging large plan sets, designing new parks, or laying out new trails and streetscapes for Lake Elmo can be accomplished using WSB’s adept use of technology from file sharing software to 3D modeling. WSB can leverage technology such as laser scanning. One application of the laser scanning technology was creating 3D model of wooded areas in advance of designing a “Treetop Trail” within the Twin Cities that is 15-20 feet above the ground. The 3D model generated provides information on tree height and branching structures that at typical topographic survey doesn’t include. Specialized Experience | I will act as the project manager for Lake Elmo’s landscape architecture services contract. I have almost 24 years of experience as a Landscape Architect providing consulting services to a range of municipal clients across the upper Midwest. My experience in the public sector serving planning, engineering, and public works departments on numerous projects will be an asset to Lake Elmo because I understand the interplay between staff, developers, and the public. As Project Manager, I will coordinate with city staff and the WSB team to execute services promptly and professionally. Based on our experiences with other municipalities, our team understands the processes, creation of policies and ordinances, and local issues that arise during the land development process. Please do not hesitate to contact me at 612-201-5949 or rslipka@wsbeng.com with any questions about our qualifications or availability. Update City Staff on Compliance with the Approved Plan | 11Proposal forGeneral Landscape Architecture Services for the City of Lake Elmo Update City Staff on Compliance with the Approved Plan Most projects rely on quality communication to effectively execute and administer them on time and on budget. At the start of every project, during the kickoff stage, WSB develops a list of key contacts that will be included in correspondence to get decisions made quickly and without surprises. Once a project contact list is developed, a schedule is developed including specific deadlines and goals/expectations. This creates accountability for all parties involved. Lastly, we ensure all project plans and documents are compiled in one location for administration. Following this “kickoff” process, the WSB team will internally meet to identify specific task responsibilities along with associated needs and timelines. Documents will be reviewed with comments inserted and a summary memo with recommendations for inclusion in the Council agenda packet. Review comments would include, but not be limited to, compliance with City Ordinances, size and spacing of plant materials, zone hardiness of plant materials, maintenance considerations, execution of construction and initial maintenance, warranty, and closeout documentation. Once Council approvals are obtained, the WSB team will update the project group on the next steps and any action items that are still outstanding. During construction, site observations and inspections will be conducted before, during, and after construction to ensure that constructed improvements meet or exceed requirements. Site meetings will be documented and summarized via memos and photographs. Memos will be distributed to key contacts for record keeping. Following completion of the project, a final inspection will be done and if approved a final memo will be developed outlining acceptance of the project and any ongoing maintenance or administrative responsibilities. In some instances, special meetings are required with key participants which may include other agencies, management groups, adjacent landowners, etc. prior to providing final acceptance. These instances are often determined during the kickoff stage of the project so all project team members understand the requirements and obligations for the project. Kick-off process Design Council Approval Construction Final Inspection PROCESS AT-A-GLANCE Firm’s Current Workload | 12Proposal forGeneral Landscape Architecture Services for the City of Lake Elmo Firm’s Current Workload WSB monitors workload on a weekly basis utilizing Deltek Project Management software and is constantly aware of staff commitments. WSB assures the City that the staff identified in this proposal are available and have the capacity to meet your project schedules. Our workload/staffing review process ensures that team members in each area of discipline are not over-committed to other projects that would prevent them from fulfilling the duties to which they are assigned. Scope of Services | 13Proposal forGeneral Landscape Architecture Services for the City of Lake Elmo Scope of Services Review Process The WSB Team is well-versed in planning the application review process, ensuring that clients meet the 60-day legislated review and approval deadlines. Like other municipal clients, WSB staff review applications for completeness, analyze the project as compared to the zoning ordinance criteria as well as comprehensive plan policies and goals, and can make findings for support or denial of the project. Recommended conditions of approval, when applicable, can also be provided. Applications will be reviewed for completeness within the 15-day timeline and letters documenting the review outcomes will be provided to the applicant. That letter would document the start date for the 60-day review and application analysis and writing of the report would take place to meet the next appropriate Planning Commission and City Council meeting. Public hearing notices would be published and mailed consistent with state law, based upon the anticipated public hearing date. After Commission and Council action, a final letter stating the final disposition of the application would occur. In the event the review will exceed 60 days, a letter extending the review period to 120- days, as allowed, would be sent to the applicant to ensure the city is in compliance with the 60-day review regulations. WSB uses technology such as SharePoint file sharing software to ensure reviews and comments can be communicated in the most efficient way possible. Consultant makes no warranties, express or implied, under this Agreement or otherwise, in connection with its services. ARTICLE 2 – ADDITIONAL SERVICES If the Client requests that the Consultant perform any services which are beyond the scope as set forth in the Agreement, or if changed or unforeseen conditions require the Consultant to perform services outside of the original scope, then, Consultant shall promptly notify the Client of cause and nature of the additional services required. Upon notification, Consultant shall be entitled to an equitable adjustment in both compensation and time to perform. ARTICLE 3 – SCHEDULE Unless specific periods of time or dates for providing services are specified in a separate Exhibit, Consultant’s obligation to render services hereunder will be for a period which may reasonably be required for the completion of said services. The Client agrees that Consultant is not responsible for damages arising directly or indirectly from any delays for causes beyond Consultant’s control. For purposes of this Agreement, such causes include, but are not limited to, strikes or other labor disputes; severe weather disruptions, or other natural disasters or acts of God; fires, riots, war or other emergencies; any action or failure to act in a timely manner by any government agency; actions or failure to act by the Client or the Client’s contractor or consultants; or discovery of any hazardous substance or differing site conditions. If Client wishes greater assurance as to Cost Estimates, Client shall employ an independent cost estimator as part of its Project responsibilities. ARTICLE 11 – TERMINATION OR SUSPENSION If Consultant’s services are delayed or suspended in whole or in part by Client, or if Consultant’s services are delayed by actions or inactions of others for more than sixty (60) days through no fault of Consultant, Consultant shall be entitled to either terminate its agreement upon seven (7) days written notice or, at its option, accept an equitable adjustment of rates and amounts of compensation provided for elsewhere in this Agreement to reflect reasonable costs incurred by Consultant in connection with, among other things, such delay or suspension and reactivation and the fact that the time for performance under this Agreement has been revised. This Agreement may be terminated by either party upon seven (7) days written notice should the other party fail substantially to perform in accordance with its terms through no fault of the party initiating the termination.
