CONSENT AGENDA ITEM: Lawful Gambling Permit for Stillwater Area Hockey Association SUBMITTED BY: Julie Johnson, City Clerk
BACKGROUND: Stillwater Area Hockey Association has applied for a premises permit to conduct lawful gambling at the new Lakewood Tavern bar/restaurant in Lake Elmo. SAHA is a nonprofit organization that serves boys and girls in the Stillwater School District 834 under the rules of the
Minnesota Amateur Hockey Association and USA Hockey. SAHA intends to use proceeds from
lawful gambling to help support its operations. In order for the application to be considered by the Gambling Control Board, the City must pass a Resolution approving the application. The Gambling Control Board will then review the
application and supporting materials and approve or deny the application.
ISSUE BEFORE COUNCIL: Should the Council approve a premises permit for charitable gambling at Lakewood Tavern?
FISCAL IMPACT:
The City will receive 10% of net proceeds of the gambling operation each year. RECOMMENDATION: If removed from the Consent Agenda, staff recommends the following motion:
“Motion to adopt Resolution 2022-117 approving the lawful gambling premises permit for Stillwater Area Hockey Association to conduct lawful gambling at Lakewood Tavern, 9939 Hudson Blvd. N., Suite 101, Lake Elmo, Minnesota”

RESOLUTION NO. 2022-117 A RESOLUTION APPROVING THE LAWFUL GAMBLING PREMISES PERMIT APPLICATION FOR THE STILLWATER AREA HOCKEY ASSOCIATION TO
CONDUCT LAWFUL GAMBLING AT LAKEWOOD TAVERN LOCATED AT 9939 HUDSON BOULEVARD NORTH SUITE 101, LAKE ELMO, MINNESOTA WHEREAS, the Stillwater Area Hockey Association is submitting an application to the
Minnesota Gambling Control Board for approval of a Premises Permit application to conduct
lawful charitable gambling at Lakewood Tavern, 9939 Hudson Boulevard N, Suite 101, Lake Elmo, MN; and WHEREAS, the gambling premises is located within the City limits of Lake Elmo,
Minnesota; and
WHEREAS, the Stillwater Area Hockey Association is a lawful gambling organization within the City; and
WHEREAS, the Stillwater Area Hockey Association will be responsible for operating and
managing the lawful gambling activity at the site and will comply with all applicable requirements of city code and state statutes.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lake Elmo,
Minnesota that the City Council does hereby approve the issuance of a Premises Permit to the Stillwater Area Hockey Association to conduct lawful charitable gambling activities at Lakewood Tavern, 9939 Hudson Boulevard North Suite 101, Lake Elmo, Minnesota.
Adopted by the City Council of the City of Lake Elmo, Minnesota this 6th day of December, 2022.
