BACKGROUND: Since 2018, the City has contracted out mowing services for city owned property. Continuing to contact out the mowing services allows for Public Works staff to be utilized in other areas of expertise as the city continues to grow. Staff feels that by contracting out lawn care there will be a higher quality of service delivered to the parks of Lake Elmo without the need for full time staff mowing on a daily basis or the cost of equipment purchases, fuel and maintenance. Filling seasonal staff positions has become a challenge and using full time staff for mowing is not feasible at this time. ISSUE BEFORE COUNCIL: Should council award and contract Lawn Mowing services in 2023-25? PROPOSAL DETAILS/ANALYSIS: The City received three bids in response to the request for quotes issued in February. Staff is recommending the Council award the bid to the lowest responsible bidder, Duddeck’s Property Maintenance. Contractor Weekly

FISCAL IMPACT: With an estimated annual cost for contracting mowing being $122,748 (assuming mid-April to mid-October
service), the department will save on equipment cost, fuel, as well as the need for manpower, (both fulltime and seasonal) to complete the task of mowing over 65 acres of city owned property.
OPTIONS: 1. Award the Bid for 2023-2025 Lawn Mowing Services to Duddeck’s Property Maintenance and authorize the Clerk and Mayor to sign the contract after review by the City Attorney 2. Deny the 2023-2025 Lawn Mowing Services Contract 3. Table the Lawn Mowing Services Contract
