BACKGROUND: At the October 4th, 2022 meeting, Council awarded the bids for the 5th Street Median Improvements of installing two 10’ x 30’ plantings and irrigation piping with heads in all nine medians. Hoffman and McNamara was the lowest bidder with a quote of $30,792.00. Hoffman and McNamara’s irrigation subcontractor is no longer able to complete the work. Their
replacement subcontractor can do the work for an additional $12,750.00, increasing Hoffman and
McNamara’s quote to $43,542.00. The new quote is still within the funds budgeted and under the next lowest bid price of $45,633.00 submitted from Peterson companies. Per the city’s purchasing policy:
Change Orders Change orders may occur due to City driven changes, errors and omissions, field directives, unforeseen/hidden conditions, regulatory requirements or changes that are contractor driven. Changes that need to be made during construction need to be addressed and approved in a timely
manner in order to keep the project on schedule. 1) For a change order less than $100,000, which does not result in exceeding the overall project budget, the City Administrator may approve these. 2) At the discretion of the City Administrator, for a change order less than $100,000, but still within the scope of the overall project budget, it may be presented to the City Council for
consideration and approval. 3) For any change order that results in exceeding the overall project budget, and/or exceeds $100,000 must be approved by the City Council. ISSUE BEFORE COUNCIL: Should Council approve the change order related to the 5th Street Median Improvements project? PROPOSAL:
Hoffman and McNamara is needing to change their subcontracted irrigation contractor which
will increase their proposal $12,750 to a total quote of $43,542.00. The median improvements work will still be completed by June 15th, 2023 as indicated in the RFP.

FISCAL IMPACT:
With this pay request, the project remains within budget. OPTION: 1) Approve change order
2) Don’t approve change order
