STAFF REPORT <br />DATE: March 7, 2023 <br /> CONSENT <br />TO: City Council <br />FROM: Dustin Kalis, Fire Chief <br />AGENDA ITEM: Purchase CIP Project F-014 Rescue Boat Replacement REVIEWED BY: Kristina Handt, City Administrator <br /> BACKGROUND: <br />The Fire Department is requesting to purchase one water rescue boat and necessary rescue <br />equipment as part of the department’s vehicle replacement program. The 2023-2027 Capital Improvement Plan included the replacement of the rescue boat in 2023. ISSUE BEFORE COUNCIL: <br />Should the City Council approve the purchase of the rescue boat as outlined in the 2023 Capital <br />Improvement Plan? PROPOSAL DETAILS/ANALYSIS: Proceeding with this purchase will benefit the city and its citizens with an updated rescue boat <br />and equipment that is designed for water emergency response. The department is requesting to <br />purchase a 2023 Zodiac Mark 3 GR (15’ 5”) with a Mercury 50 hp motor and trailer. The replacement boat will be similar in design and construction of our current boat, while allowing for additional capacity and functionality. The inflatable boat allows additional maneuverability and access to our many bodies of water within Lake Elmo. <br /> The fire department replaces vehicles on a rotating basis based on each individual vehicles need. The rescue boat will be utilized by Fire Department staff to respond to water emergency incidents. These funds will be utilized to replace the rescue boat in a timely manner to reduce maintenance costs and down time. The current boat was purchased in 2007 with an expected <br />service life of 12 years. Repairs were made in 2021 to extend the service life. The new rescue boat is expected to be in service for 12 years following the city’s vehicle and equipment replacement schedule. Additional personal floatation devices, rescue suits, ropes and tools will also be purchased to <br />replace worn and damaged rescue equipment no longer serviceable as most of the equipment was purchased with the 2007 purchase. The light bar and emergency lighting from the current boat will be reinstalled on the new boat. <br />FISCAL IMPACT: The budget for the boat, motor trailer and necessary replacement equipment is $35,000 and will be funded through the vehicle replacement fund as identified in the 2023 CIP. This purchase is in compliance with the City of Lake Elmo Purchasing Policy.
