STAFF REPORT <br />DATE: March 7th 2023 <br /> Regular <br /> AGENDA ITEM: Approve Plans and Specifications and Ordering Advertisement for Bids for <br />Tablyn and Pebble Park Court Improvements <br />SUBMITTED BY: Adam Swanepoel, Assistant Public Works Director <br />REVIEWED BY: Marty Powers, Public Works Director Kristina Handt, City Administrator <br /> BACKGROUND: <br />The City of Lake Elmo Parks Commission has recommended improvements to the tennis courts at Tablyn <br />and Pebble Park. With the increased use of pickle ball courts in Ivywood and Lions Park additional funds <br />were placed into the CIP in 2022 to update the tennis courts at both locations. The current age of the <br />courts are from 2006 and 2009 when new asphalt was applied and resurfaced. Due to recent trend and <br />local interest, it was recommended both tennis court areas be turned into multi-use courts to include both <br />pickle ball and tennis. The current proposal was the placement of four pickle ball courts and one tennis <br />court at Tablyn Park and six pickle ball and one tennis court at Pebble Park. <br />Due to the condition of both courts it was recommended to replace the base and subbase materials. This <br />will assure a quality outcome of the project which will prolong the use of the playing surface. <br />ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and Order the Advertisement for Bids for the Tablyn and Pebble Park Court Improvements? PROPOSAL DETAILS/ANALYSIS: The plans and specifications have been completed for the improvements and are ready to be advertised for contractor bids. A bid date has been scheduled for March 10th 2023. Contractor bids will be opened and <br />reviewed by staff on March 31, 2023. Information will then be presented to Parks Commission for recommendation to Council on April 17th 2023 meeting. Council will review the Parks Commissions recommendation at the May 2nd meeting where the council will be asked to consider and award the contract. <br /> The Tablyn and Pebble Park Courts improvement project includes removal of all playing surface and sub soils up to 24”. This will minimize cracking and heaving of the playing surface which will lengthen the overall lifespan of the playing surface. The new playing surface will consist of 3” of compacted asphalt and four layers of acrylic surface and coating. The color and lining of the courts will be chosen to meet all current standards to both tennis and pickle ball players. The proposed improvements also include adding two benches outside of each court and installing a 10X12 rebound wall inside of each fenced area. In addition, staff has recommended a 45 FT asphalt trail which would provide access to the Pebble Park court from the parking lot. This will assist in making the area ADA compliant in the future, as well as better accessibility for all users to the playing area.
