STAFF REPORT <br />DATE: March 7, 2023 <br /> REGULAR <br /> <br />AGENDA ITEM: Approve Plans and Specifications and Order Advertisement for Bids for the 2023 <br />Street Improvements <br />SUBMITTED BY: Jack Griffin, City Engineer <br />REVIEWED BY: Kristina Handt, City Administrator Marty Powers, Public Works Director Chad Isakson, Assistant City Engineer <br /> ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and Order the Advertisement for the 2023 Street Improvements? BACKGROUND: On November 15, 2022, following a Public Improvement Hearing, the City Council ordered the improvements and preparation of the plans and specifications for the 2023 Street Improvements. The project was initiated as part of the City’s annual Capital Street Improvement Program. The project includes street and drainage improvements within the Tana Ridge neighborhood and the Fields of St. Croix 2nd Addition, consisting of approximately 12,300 feet (2.3 miles) of local streets. The proposed improvements include a full-depth reclamation of the existing pavement and aggregate base materials to a depth of approximately 8 inches to provide a renewed recycled aggregate base to support a new bituminous surface. Excess aggregates materials would be hauled off site. The existing bituminous curb will be replaced with a combination of new B418 and new surmountable concrete curb and gutter to improve drainage, improve the construction quality, and provide edge control to protect and extend the service life of the new <br />bituminous surface. No geometric alterations are proposed for either neighborhood. The proposed project will maintain the reconstructed street at or very near the existing centerline and pavement widths to minimize the construction grading and drainage impacts to adjacent properties. A short section in Tana <br />Ridge is proposed to be widened slightly to maintain a consistent road width through the neighborhood. There is also minor widening proposed to the separated entrance lanes at the south entrance to Fields of St Croix 2nd. In both subdivision areas, the storm sewer and drainage systems will be repaired to restore the <br />original drainage function within each neighborhood and storm sewer castings will be replaced. The final design scope of improvements remains generally consistent with the feasibility report that was approved by the City Council on October 18, 2023, as recommended for the street and drainage improvements. Hydrant nozzles will be replaced and new hydrant flags will be installed as part of the project. PROPOSAL DETAILS/ANALYSIS: The plans and specifications have been completed for the improvements and are ready to be advertised for contractor bids. A bid date has been scheduled for April 6, 2023. Contractor bids will be received and reviewed by staff with a tentative staff recommendation for award of contract to be presented for council consideration at the April 18, 2023 council meeting. <br />As part of the street improvement design, the street width and geometrics were evaluated with Public Works and the Fire Department in accordance with the Parking restriction guidelines. As a result of this evaluation, the following post construction parking recommendations have been incorporated into the project plans <br />(see attached exhibits): <br />
