CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm. PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Matt Hirn, Jeff
Holtz and Lisa McGinn. Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Public Works Director Powers, Assistant Public Works Director Swanepoel, Administrative Services Director Goers, Finance Director Hadler, Fire Chief Kalis and City Clerk Johnson
APPROVAL OF AGENDA Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE AGENDA AS PRESENTED. Motion passed 5 – 0.
ACCEPT MINUTES Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO ACCEPT THE MINUTES OF THE MAY 2, 2023 CITY COUNCIL MEETING AND MAY 9, 2023 CITY COUNICL WORKSHOP AS PRESENTED. Motion passed 5 – 0.

Councilmember Beckstrom, seconded by Councilmember Holtz, moved TO APPROVE THE CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0.
ITEM 13: Pebble and Tablyn Park Court Project Assistant Public Works Director Swanepoel presented an update on the bid options and noted that
funds are available in the park dedication fund to cover the cost above the budgeted amount.
Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO APPROVE
RESOLUTION NO. 2023- 052, ACCEPTING BIDS AND AWARDING T.A. SCHIFSKY A
CONTRACT IN THE AMOUNT OF $461,875 FOR THE RECONSTRUCTION OF PEBBLE
AND TABLYN COURTS PROJECT. Motion passed 4 – 1. (Hirn – nay)
Councilmember Holtz, seconded by Mayor Cadenhead, moved TO ALLOW THE CITY
ADMINISTRATOR TO ENTER INTO A CONTRACT UP TO $40,000 FOR SOUND
BLANKETS.
Discussion held regarding potential noise issues from pickle ball and the cost of sound
mitigation. Consensus reached to refer sound mitigation data gathering to the Parks Commission
and ask that they develop a policy for installation of sound mitigation at city courts.
Motion withdrawn.
ITEM 14: Drake Motor Partners Final Plat, PUD and Development Agreement Contract Planner Jenni Faulkner presented a review of the site layout and planned use. Planner Faulkner provided an update on tree preservation and new trees to be planted.
The proposed land swap with the City for a sign location was discussed and Planner Faulkner also reviewed PUD provisions and Development Agreement terms. Jon Hauser spoke on behalf of the applicant, explaining that the new sign location provides better visibility from the highway
and allows the sign to be turned so it won’t be visible from the neighboring homes.
Councilmember Holtz, seconded by Councilmember McGinn, moved TO OPEN THE PUBLIC HEARING FOR ORDINANCE 2023-011. Motion passed 5 – 0. Anne Flores, 204 Junco Rd. N., expressed disappointment that she will be able to see the
development from her home.

Councilmember Holtz, seconded by Councilmember Hirn, moved TO CLOSE THE PUBLIC HEARING. Motion passed 5 – 0. Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO ADOPT
RESOLUTION 2023-047 APPROVING THE FINAL PLAT AND PUD REQUESTED BY
JON HAUSER, DRAKE MOTOR PARTNERS LE LLC FOR THE SUBJECT PROPERTY BASED ON THE FINDINGS OF FACT AND RECOMMENDED CONDITIONS OF APPROVAL LISTED IN THE STAFF REPORT. Motion passed 5 – 0.
Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO ADOPT
ORDINANCE 2023-011 ADOPTING PUD STANDARDS REQUESTED BY JON HAUSER, DRAKE MOTOR PARTNERS LE LLC FOR THE PROJECT ON THE SUBJECT PROPERTY. Motion passed 5 – 0.
Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO ADOPT
RESOLUTION 2023-048 AUTHORIZING SUMMARY PUBLICATION OF ORDINANCE 2023-011. Motion passed 5 – 0. Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO ADOPT
RESOLUTION 2023-046 APPROVING DEVELOPMENT AGREEMENT WITH JON
HAUSER, DRAKE MOTOR PARTNERS LE LLC. Motion passed 5 – 0. ITEM 15: Water Use Restrictions Amendments
Public Works Director Powers presented staff recommendations for updates to the city’s irrigation regulations to reduce demand on the city’s water system and encourage water conservation.
Councilmember Hirn, seconded by Councilmember Holtz, moved TO ADOPT ORDINANCE
2023-10 AND RESOLUTION 2023-045 AUTHORIZING SUMMARY PUBLICATION OF
ORDINANCE 2023-10. Motion passed 5 – 0. ITEM 16: Parks Commission Appointment
Councilmember Holtz, seconded by Mayor Cadenhead, moved TO APPOINT MIKE ELAM
TO THE PARKS COMMISSION FOR A TERM ENDING 12/31/25. Motion passed 5 – 0. COUNCIL REPORTS
Councilmember Holtz: Reported on ISD 834 facilities meeting and noted recommendations.
Councilmember McGinn: Attended law enforcement memorial at the state capitol.

STAFF REPORTS AND ANNOUNCEMENTS
Administrator Handt: Update on White Bear Lake district court order and introduced new staff.
Administrative Services Director Goers: Introduced herself to the Council.
Finance Director Hadler: Introduced herself to the Council.
Public Works Director Powers: Reported on pothole filling and storm debris removal in parks. Noted new loader has been delivered.
