BACKGROUND: Legislation signed into law in the 2023 session created a work group consisting of the Commissioners of natural Resources, Pollution Control Agency, and Health or their designees, representative form the
Metropolitan Area Water Supply Advisory Committee, St. Paul Regional services, and cities of Stillwater, Mahtomedi, Hugo, Lake Elmo, Lino Lakes, North St. Paul, Oakdale, Vadnais Heights, Shoreview, Woodbury, New Brighton, North Oaks, and White Bear Lake and the town of White Bear. The work group
is to develop a comprehensive plan to ensure communities in the White Bear Lake area have access to sufficient safe drinking water to allow for municipal growth while simultaneously ensuring the sustainability of surface water and groundwater resources to supply the needs of future generations. A report
is due to the Legislature June 30, 2027. ISSUE BEFORE COUNCIL: Who should the City of Lake Elmo’s representative be on the work group? PROPOSAL DETAILS/ANALYSIS: Met Council is reaching out to the cities identified in the legislation to ask who their representative is on the work group. Council Member Holtz has expressed interest in serving on this work group. It is unknown
at this time if each city will be limited to one representative or if there will be multiple opportunities as there was in the 3M settlement work groups. RECOMMENDATION: Provide direction to staff on who the city’s representative will be so we can communicate that to Met
Council by their Friday, July 21st deadline. ATTACHMENT:
