HomeMy WebLinkAbout#05 - CSAH 15 Designation STAFF REPORT DATE: August 8, 2023 CONSENT AGENDA ITEM: Approve Support to Washington County and MnDOT for the designation of Manning Avenue as a County State Aid Highway SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Kristina Handt, City Administrator Marty Powers, Public Works Director Chad Isakson, Assistance City Engineer ISSUE BEFORE COUNCIL: Should the City Council approve a Resolution in support to Washington County and MnDOT for the designation of Manning Avenue, south of TH36 Interchange to the eastbound off ramp, as a County State Aid Highway. BACKGROUND: Washington County and the Minnesota Department of Transportation (MnDOT) recently completed a project to construct a new grade-separated interchange to replace the previous at-grade signalized intersection at the intersection of Trunk Highway 36 and County State Aid Highway 15, also known as Manning Avenue North, on the boundary of the Cities of Stillwater and Lake Elmo. PROPOSAL DETAILS/ANALYSIS: Following completion of the project, MnDOT has notified Washington County that the current designation of CSAH 15 extends only to Trunk Highway 36 as per the prior signalized configuration, thus leaving a gap between the former at-grade traffic signal and the new eastbound ramp intersection located approximately 430 feet south of the former at-grade traffic signal. Subsequently, the County has requested support from the Cities of Stillwater and Lake Elmo for the County’s intention to officially designate this gap segment as part of County State Aid Highway No. 15 such that CSAH 15 extends north from the newly constructed Trunk Highway 36 eastbound ramps. FISCAL IMPACT: NA RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent Agenda, a Resolution to Washington County and MnDOT for the designation of Manning Avenue as a County State Aid Highway. If removed from the consent agenda, the recommended motion for the action is as follows: “Move to approve Resolution No. 2023-069 approving support to Washington County and MnDOT for the designation of Manning Avenue as a County State Aid Highway”.
