Unless otherwise provided in this Code, or by law, every public hearing required by <br />law, ordinance, or resolution to be held on any legislative or administrative matter shall be <br />conducted in accordance with this section. <br />(b)Notice. Every hearing shall be preceded by a minimum ten-days' mailed notice to all persons <br />entitled by law, ordinance, or regulation. The notice shall state the time, place, and purpose of <br />the hearing. Failure to give the notice of defects in it shall not invalidate the proceedings if a <br />good faith effort has been made to comply with this subsection. Every hearing shall be preceded <br />by a minimum of ten-days' published notice in the designated legal newspaper. <br />(c)Conduct of hearing. <br />(1)At the hearing, each party in interest shall have an opportunity to be heard and to <br />present the evidence as is relevant to the proceeding. <br />(2)The council may adopt rules governing the conduct of hearings, records to be made, and <br />the other matters as it deems necessary. <br />(d)Record. Upon the disposition of any matter after hearing, the council shall have prepared a <br />written summary of its findings and decisions and enter the summary in the official council <br />minutes. <br />HISTORY <br />Adopted by Ord. 08-253 on 11/3/2021 <br />3.04.020 Code Of Ethics <br />Any member of the council, city employee, or members of duly appointed boards and commissions <br />who, through employment, family relationship up to and including the fourth degree of relationship <br />pursuant to the civil law system, or direct property ownership, or otherwise, will be directly or indirectly <br />benefitted by a city action, shall make known that interest to the council and shall refrain from voting <br />upon and otherwise participating in the decision-making process.
