CITY COUNCIL MINUTES

CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7.00 pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Matt Him and
Jeff Holtz. ABSENT: Councilmember Lisa McGinn.
Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Public Works
Director Powers, Assistant Public Works Director Swanepoel, Fire Chief Kalis and City Clerk
Johnson
APPROVAL OF AGENDA
Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 4 — 0.
PUBLIC COMMENTS/INOUIRIES
John Murphy, 659 Cimarron, commented on behalf of the Cimarron resident board. Mr. Murphy
stated that there are ongoing issues in the neighborhood related to rent increases, reduction in
services and infrastructure issues. Mr. Murphy asked the Council to look at the city ordinance
pertaining to manufactured home parks and enforcement.

Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 4 - 0.
ITEM 10: Accept Donation for Tablyn Park
Assistant Public Works Director Swanepoel presented a donation of $1,000 from Lake Elmo
Residents Jeffrey Corajod and Kalli Shades to be used toward updating park equipment in
Tablyn Park.
Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO ADOPT
RESOLUTION 2023-01 S ACCEPTING A DONATION FROM JEFFREY COR,4JOD AND
KALLI SHADES AND TO PURCHASE A COMBINATION OF BENCH, PLAQUE AND
TREES NOT TO EXCEED $1,000 TO BE PLACED IN TABLYNPARK. Motion passed 4 —
0.
ITEM 11: Crossroads PUD Amendment
City Planner Jensen reviewed the request for a PUD amendment to allow flexibility from the
City's sign regulations to allow for larger wall sign surface area allowances for one building on
the site.
Councilmember Hirn, seconded by Councilmember Holtz, moved TO ADOPT RESOLUTION
2023-016 APPRO PING A PUD AMENDMENT TO THE CROSSROADS EAST PUD WITH
CONDITIONS LISTED IN THE STAFF REPORT. Motion passed 4-0.
ITEM 12: Authorize Advertisement for Bids for Pebble Park and Tablyn Park Courts
Assistant Public Works Director Swanepoel reviewed proposed plans for tennis court
improvements at Tablyn Park and Pebble Park to resurface the court area and convert a portion
of the tennis courts to pickleball courts. Discussion was held concerning lighting, hours of
operation and potential noise impacts from pickleball games.
Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPROVE
RESOLUTIONNO. 2023-018APPROVING THE PLANSAND SPECIFICATIONSAND
ORDERING THE AD VERTISEMENT FOR BIDS FOR TABL IN AND PEBBLE PARK COURTS.

ITEM 13: Approve Plans and Specifications and Order Advertisement for Bids for 2023
Street Improvements
City Engineer Griffin reviewed the proposed project schedule for the 2023 Street Improvements
project, full depth reclamation process and curb types. Engineer Griffin also reviewed post
construction no parking designation areas.
Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPROVE
RESOL UTION NO. 2023-020, APPROVING THE PLANS AND SPECIFICATIONSAND
ORDERING THE ADVERTISEMENT FOR BIDS FOR THE 2023 STREET
IMPROVEMENTS. Motion passed 4 — 0.
COUNCIL REPORTS
Mayor Cadenhead: Attended the Senate hearing regarding the city's need for additional water
appropriation.
Councilmember Hirn: Attended the newly elected leaders conference
Councilmember Holtz: Reported on the Airport Zoning Committee meeting.
STAFF REPORTS AND ANNOUNCEMENTS
Fire Chief Kalis: Noted the 2022 Fire Department Annual Report will be available soon.
Public Works Director Powers: Reported on the status of the ice rinks, park trial grooming
and buckthorn removal project in Sunfish Lake Park.
City Engineer Griffin: Reported on the MPCA Grant Amendment status and noted a
neighborhood meeting will be held with the Cardinal Ridge neighborhood later in the week.
CLOSED SESSION
Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO GO INTO
CLOSED SESSION PURSUANT TO MINNESOTA STATUTES SECTION 13D. 05,
SUBDIVISION 3(B), ATTORNEY CLIENT PRIVILEGE TO REVIEW LITIGATION WITH
CEFLAKE ELMO COMMUNITYSOLAR LLC. Motion passed 4 — 0.
Closed session held.
Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO REENTER OPEN
SESSION. Motion passed 4 — 0.
