CALL TO ORDER: Commission Chair Risner called to order the meeting of the Lake Elmo Planning
Commission at 7:00 p.m.
COMMISSIONERS PRESENT: Risner, Rehkamp, Steil, Vrieze
COMMISSIONERS ABSENT:
STAFF PRESENT: City Planner Sophia Jensen

Approve Agenda:
M/S/P: Risner / Vrieze: made a motion to approve the agenda with the addition of electing the Chair and Vice Chair
positions for 2023. Vote: 3-0, motion carried unanimously
Planning Commission Appointments:
M/S/P: Rehkamp / Vrieze: nominated Commissioner Risner as Chair for 2023. Vote: 4-0, motion carried
unanimously
M/S/P: Vrieze / Rehkamp: nominated Commissioner Steil as Vice Chair for 2023. Vote: 4-0, motion carried
unanimously
Approve Minutes:
M/S/P: Vrieze / Steil made a motion to approve the 12-12-22 meeting minutes. Vote: 4-0, motion carried
unanimously.
Public Hearing:
a)Text Amendment- PUD Objectives. A text amendment to the objectives listed in Article XVIII Planned
Unit Development Regulations. At the October 11, 2022 City Council workshop, Council directed staff to research the City’s Planned Unit Development Objectives listed in Article XVIII Planned Unit Development (PUD) Regulations. The Identified Objectives in Section 105.12.1130 are considered by the City when reviewing PUD requests and are viewed as benefits to the City. Objectives are useful tool to accomplish the priorities and goals of the City. When reviewing PUD requests, the City of Lake Elmo
requires the applicant to demonstrate that at least one or more of the identified objectives are being served
or achieved. There are concerns that the current identified objectives do not align with the City’s current
priorities and goals. The Planned Unit Development ordinance was adopted in 2013. Since 2013, several amendments have been approved to multiple sections of the ordinance, but the Identified Objectives have never been updated. At the December 13, 2022 City Council Workshop, Council directed staff to draft amendments to Section 105.12.1130 Identified Objectives.

City Planner Jensen gave presentation and answered questions.
Commissioner Chair Risner moved to open the public hearing opened at 7:17 PM. Steil seconded. Vote: 4-
0, motion carried unanimously.

Commissioner Chair Risner moved to close the public hearing at 7:18 PM. Steil seconded. Vote: 4-0,
motion carried unanimously.
M/S/P: Steil / Vrieze moved to recommend approval of the proposed text amendments to Section
105.12.1130 Identified Objectives and Section 105.12.1210(c) (3)d as provided in the staff report. Vote: 3-
1, motion carried. (Risner, Vrieze, Steil – Aye, Rehkamp – Nay)Steil stated that this does clean up the language and
is in support. Vrieze stated that the work “appropriate” needs to be more defined, but is in support in general. Risner
agrees and is in support. Rehkamp has concerns regarding Item L, and is not in support.
