HomeMy WebLinkAboutPZ MINUTES 10-24-22/ City of Lake Elmo Planning Commission Meeting City Council Chambers – 3800 Laverne Avenue North Minutes of Regular Meeting of October 24, 2022 CALL TO ORDER: Commission Chair Steil called to order the meeting of the Lake Elmo Planning Commission at 7:00 p.m. COMMISSIONERS PRESENT: Steil, Rehkamp, Vrieze COMMISSIONERS ABSENT: Risner, Mueller STAFF PRESENT: City Administrator Kristina Handt, Planning Director Molly Just Pledge of Allegiance at 7:00 PM Approve Agenda: M/S/P: Vrieze / Rehkamp: made a motion to approve the agenda. Vote: 3-0, motion carried unanimously. (Risner, Mueller absent) Approve Minutes: M/S/P: Vrieze / Rehkamp made a motion to approve the 10-12-22 meeting minutes. Vote: 3-0, motion carried unanimously. (Risner, Mueller absent) Public Hearings: 2023-2027 Capital Improvement Plan: Beginning this spring staff started developing recommendations for updates to the 2023-2027 Capital Improvement Plan (CIP) working in consultation with the Parks Commission. The 2023-2027 CIP includes 79 separate projects with a total estimated cost of about $68 million. These projects include street work, vehicles and equipment (fire, public works, parks and utilities), park and trail improvements, and utility infrastructure. City Administrator Handt gave presentation and answered questions FISCAL IMPACT: The total estimated costs of all the projects is $68 million. Funding sources are identified for each project with a summary included on page 15. Public hearing opened at 7:20 PM. No comments from the public. Public hearing closed at 7:20 PM M/S/P: Vrieze / Steil moved to recommend to the City Council that the 2023-02027 Capital Improvement Plan is consistent with the 2040 Comprehensive Plan. Vote: 3-0, motion carried unanimously. (Risner, Mueller absent) Vrieze commented that in general, as he understands it, this is consistent with the 2040 Comp Plan, Steil agreed and is glad the water issue is being addressed, Rehkamp had concerns about the vehicle, sidewalk and trail maintenance is being taken care of and agreed with Vrieze and Steil.
