AGENDA ITEM: Lake Jane AIS Grant Request

BACKGROUND: Included in the 2023 budget were funds for matching grants to the recreational lakes for water quality improvements like treating invasive species. This funding represents a 50% match, up to the maximum amount of $5,000 per lake. A match is required by the Lake Associations and any grant amounts received would not be included as part of the Lake Association match amounts. ISSUE BEFORE COUNCIL: Does Council approve the grant request from the Lake Jane Lake Association? PROPOSAL: The Lake Jane Lake Association has submitted an application for matching grant funding to treat
aquatic invasive species (AIS) this summer. A copy of their application is included in your packet. The grant request is for $5,000. FISCAL IMPACT: $5,000 from the budgeted $15,000 for the city’s three recreational lakes
OPTIONS: 1) Approve $5,000 for Lake Jane Lake Association AIS treatment 2) Approve a different amount for Lake Jane Lake Association AIS treatment 3) Do not approve any funding for Lake Jane Lake Association AIS treatment
RECOMMENDATION: If removed from the consent agenda: “Motion to approve the Lake Jane Lake Association lake improvement grant request of $5,000.

Description of treatment/improvements: Lake Jane Association – AIS Eurasian Mil Foil 2023 Treatments for Lake Jane in Lake Elmo, Minnesota.
Outline of total project costs (can be included on separate sheet or provide via invoice copies): Total costs paid in 2023 = $12453.60 Costs breakdown: 5-30-2023 PLM Lake and Land Management Corp treatment costs for permits $945.00 5-11-2023 CLP Delineation Survey by PLM $1250.00 6-13-2023 PLM Lake and Land Management Corp treatment shoreline #1 $2901.80 7-7-2023 PLM Lake and Land Management Corp treatment shoreline #2 $2901.80 10-10-2023 Lake Improvement Consulting LLC Lake treatment costs $4455.00 Amount being requested (Note: The City will match 50% of the costs paid for by the lake association up to $5,000): $5000 which is the 50% match of the funds raised by the residents through the Lake Jane Association.
Additional comments: Lake Jane shorelines residents have been working with the DNR for over 6 years now and in cooperation with PLM and Lake Improvement LLC the results of weed control have been very good but they are showing signs that a hybrid genonme of milfoil is gaining a hold on the lake. As a result of the spread of this milfoil we will be getting a Fluroidone™ whole lake treatment starting the week of 10-10-2023 weather and DNR permitting. This type of treatment was conducted on Lake Demontreville and Olson last fall and it had fantastic success. The residents of Lake Jane take great pride in their lake and they have contributed to keeping the weeds and especially the milfoil at bay. **Please also include any documentation for grants that have been requested and/or received from
