CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />SEPTEMBER 12, 2023 <br />CALL TO ORDER <br />Mayor Cadenhead called the meeting to order at 6.30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Matt Him, Jeff Holtz and <br />Lisa McGinn. <br />Staff present: City Administrator Handt, Administrative Services Director Goers, City Planner <br />Jensen, City Attorney Sonsalla and City Clerk Johnson. <br />Landscape Revival Event Sponsorship Request <br />Colleen Swedberg, volunteer for the Landscape Revival event, explained the purpose of the <br />event and provided information on the organization. Discussion was held regarding potential <br />city sponsorship of the event. Council consensus to assist with promotion of the event without <br />providing insurance coverage or staff at the event. <br />Solar Farm Ordinance Review <br />City Planner Jensen presented elements of the solar farm ordinance in place in Scandia, Cottage <br />Grove and Hugo related to setbacks, screening and lot size. Planner Jensen also presented a map <br />noting parcels in the city that would qualify for a solar farm. <br />Discussion held regarding setbacks and screening and also visibility from major roads. <br />Consensus was reached to draft updates to the solar farm ordinance incorporating.setbacks in the <br />Hugo ordinance and screening requirements in the Scandia ordinance. <br />Public Officials Training <br />Council viewed video training: "In the Scope of your Authority: Preventing Public Officials' <br />Liability." City Attorney Sonsalla provided additional training on social media, quasi judicial <br />proceedings, data practices and conflict of interest. <br />Items for Future Meeting <br />Mayor Cadenhead noted that future meeting items will include criteria for a new ballpark and the <br />CSAH 17/TH 36 interchange. <br />Meeting adjourned at 8:27 p.m. <br />ATTEST: <br />LAKE ELMO CITY COUNCIL <br />C arles Cadenhead, Mayor <br />
