CITY COUNCIL WORKSHOP MINUTES
SEPTEMBER 12, 2023
CALL TO ORDER
Mayor Cadenhead called the meeting to order at 6.30 pm.
PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Matt Him, Jeff Holtz and
Lisa McGinn.
Staff present: City Administrator Handt, Administrative Services Director Goers, City Planner
Jensen, City Attorney Sonsalla and City Clerk Johnson.
Landscape Revival Event Sponsorship Request
Colleen Swedberg, volunteer for the Landscape Revival event, explained the purpose of the
event and provided information on the organization. Discussion was held regarding potential
city sponsorship of the event. Council consensus to assist with promotion of the event without
providing insurance coverage or staff at the event.
Solar Farm Ordinance Review
City Planner Jensen presented elements of the solar farm ordinance in place in Scandia, Cottage
Grove and Hugo related to setbacks, screening and lot size. Planner Jensen also presented a map
noting parcels in the city that would qualify for a solar farm.
Discussion held regarding setbacks and screening and also visibility from major roads.
Consensus was reached to draft updates to the solar farm ordinance incorporating.setbacks in the
Hugo ordinance and screening requirements in the Scandia ordinance.
Public Officials Training
Council viewed video training: "In the Scope of your Authority: Preventing Public Officials'
Liability." City Attorney Sonsalla provided additional training on social media, quasi judicial
proceedings, data practices and conflict of interest.
Items for Future Meeting
Mayor Cadenhead noted that future meeting items will include criteria for a new ballpark and the
CSAH 17/TH 36 interchange.
Meeting adjourned at 8:27 p.m.
