HomeMy WebLinkAbout#14 - City Center Change Order 3STAFF REPORT DATE: November 21, 2023 CONSENT AGENDA ITEM: City Center-Public Works Addition Change Order #3 SUBMITTED BY: Kristina Handt, City Administrator BACKGROUND: At the November 3, 2021 meeting, Council awarded bids for the new city center and public works addition. Also established at that time was Guaranteed Maximum Price (GMP) with H+U for construction costs. The GMP was $13,402,788. At the July 5, 2022 meeting, the city council approved change orders for the motor power clarifications ($109,862) and public works revisions ($122,789). That approval did not include increasing the GMP for H+U at th time as it was unknown which contingency would be needed to cover these costs. ISSUE BEFORE COUNCIL: Should Council approve Change Order #3 for the City Center Public Works Addition Project and increase H+U’s GMP by $232,651? PROPOSAL: A copy of the proposed change order is included in your packet. This change order doesn’t increase the project costs but rather allocates additional resources in the budget from city contingency to H+U’s GMP for increases the council already approved in July 2022. FISCAL IMPACT: With this pay request, the project remains within the overall budget of $15,727,941 by reducing the city’s contingency and increasing H+U’s GMP by an equal amount. The new date of Substantial Completion will be July 7, 2023 for the portion of the project related to the Lake Elmo City Center Project only excluding the exterior wood trim scope of work, the southwest stormwater basin system, the exterior landscaping and the exterior landscaping planters. NOTE: This Change Order does not include adjustments to the Contract Sum or Guaranteed Maximum Price, or the Contract Time, that have been authorized by Construction Change Directive until the cost and time have been agreed upon by both the Owner and Contractor, in which case a Change Order is executed to supersede the Construction Change Directive.
