BACKGROUND: In 2022, 34th Street North was reconstructed as part of the Old Village Street and Utility Improvements. The project included reconstruction of the existing street. Prior to the project the width of 34th Street varied somewhat with an average width of about 24 feet and was signed Resident Parking Only. The street was
reconstructed with new concrete curb and gutter to a consistent width of 24 feet from back of curb to back of curb. The intent of the design was to reconstruct the street to its approximate current width, but staying consistent throughout. Concrete curb and gutter was installed to improve drainage and provide edge control to protect and extend the service life of the new bituminous surface. An expanded cul-de-sac was constructed at the west end of the street to provide for improved vehicle turnaround. Prior to the reconstruction, 34th street was signed resident parking only. Signing a street “resident parking only” is not enforceable nor recommended.
A request to allow care takers to park on 34th street was recently submitted. Staff prefers to have a petition filed from a group of residents in an area before considering changes. This insures more than one voice is
heard. ISSUE BEFORE COUNCIL: Should the Council approve parking along the North side of 34th Street North, West of Lake Elmo Ave? PROPOSAL DETAILS/ANALYSIS: The Mayor directed staff to present to council the request to allow parking on one side of 34th st. Any existing streets less than 28’ wide is considered on a case by case basis. The current City standard for parking on one side of a street is 28 feet wide. Any street narrower than 28 feet is proposed as no parking. On February 16, 2021, the City Council approved the post construction parking plan for each of the streets to be reconstructed with the Old Village Phase 5 and 6 Street and Utility Improvements (see attached exhibit). The approved plan included no parking on either side of the 34th Street. Staff reviewed 34th St after several requests from one property to again allow parking and staff is recommending that parking only be allowed on the North side due to fewer driveways and more opportunity for parking. In regards to 34th Street:
1. The pre-project width was < 24 feet from edge of pavement to edge of pavement (rural section). 2. Pre-project; signage was installed indicating resident parking on only on either side
3. Post project width is installed at 24-ft from back of curb to back of curb. As a newly reconstructed
street, no parking signs were approved and installed in accordance with the approved post construction parking plan. 4. Allowing parking on the North side only, leaving 16-feet clearance for emergency vehicle passing
a parked vehicle. Design standards are based on 12-feet clearance for emergency vehicles and assumes parked vehicle encumbers 8 feet.

CITY OF LAKE ELMO WASHINGTON COUNTY STATE OF MINNESOTA RESOLUTION NO. 2023-127 A RESOLUTION ALLOWING RESIDENT PARKING ALONG 34TH STREET NORTH, WEST OF LAKE ELMO AVENUE WHEREAS, the City of Lake Elmo, Minnesota has adopted City Engineering Standards that set parking standards for residential streets; and
WHEREAS, the City reconstructed 34TH Street West of Lake Elmo Avenue in 2024 to a width of 24 feet; and WHEREAS, the residents along this part of 34th Street have requested the City
allow parking on at least one side of the street; and
WHEREAS, City staff has reviewed this on-street parking request and is recommending that if the City Council is going to allow parking on 34th Street North that the City Council only allow resident parking on the north side of 34th Street North lying
west of Lake Elmo Avenue.
NOW, THEREFORE, IT IS HEREBY RESOLVED, that the City Council of the City of Lake Elmo shall allow resident parking of motor vehicles on the north side of 34th Street North lying west of Lake Elmo Avenue, not including the cul-de-sac at the west end of 34th Street North.
