STAFF REPORT <br />DATE: February 6, 2024 <br /> CONSENT <br /> <br /> <br /> <br />AGENDA ITEM: Approve On Sale and Sunday Liquor License Application for MCMB, LLC dba Marma <br />TO: Mayor and City Council SUBMITTED BY: Julie Johnson, City Clerk <br /> <br />BACKGROUND: According to State Statute and City Code, applications for new Liquor Licenses <br />must be approved by the City Council and are contingent upon a background investigation by the <br />Washington County Sheriff’s Department and review by the Minnesota Department of Public <br />Safety, Alcohol and Gambling Enforcement. <br />ISSUE BEFORE COUNCIL: Should Council approve the requested license application? <br />PROPOSAL: The City has received an application for a new liquor license for a restaurant located at 11127 Stillwater Blvd. N., Lake Elmo, MN to be operated under the business name Marma. The space is currently operated by Lambert, Inc. as No Neck Tony’s. The establishment will be a full service restaurant and employ 15 (est.) people. The applicant has indicated that operations will be very similar to the current operations but with a change in the menu. The applicant anticipates <br />sales to be approximately 80% food and 20% beverages. <br /> Marma is anticipated to take over operations in March and prorated 2024 fees for the license and background check would be collected at that time. FISCAL IMPACT: $1,700 in fees for On Sale and Sunday licenses and $350 for the background investigation. OPTIONS: 1) Approve license 2) Deny license <br /> RECOMMENDATION: If removed from Consent Agenda: <br /> <br /> “Motion to approve On Sale and Sunday liquor license for MCMB, LLC dba Marma.”
