FEBRUARY 20, 2024
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm. PRESENT: Mayor Charles Cadenhead and Councilmembers Nick Dragisich, Matt Hirn and Jeff Holtz. ABSENT: Councilmember Katrina Beckstrom.
Staff present: Interim Administrator Schroeder, City Attorney Sonsalla, City Engineer Griffin, Public Works Director Powers, Fire Chief Kalis, Community Development Director Stopa, Contract Planner Nathan Fuerst and City Clerk Johnson
APPROVAL OF AGENDA Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE
AGENDA AS PRESENTED. Motin passed 4 – 0.
ACCEPT MINUTES
Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE THE
MINUTES OF THE JANUARY – CITY COUNCIL WORKSHOP AND JANUARY – CITY
COUNCIL SPECIAL MEETING AS PRESENTED. Motion passed 4 – 0.
PUBLIC COMMENTS/INQUIRIES Cassandra Knutson, 696 James Ave. N., spoke in favor of the proposed new building location for
the Lake Elmo Elementary School.
Lindsay Magnuson, 3047 Klondike Ave., N., spoke in support of the proposed new building
location for the Lake Elmo Elementary School.

CONSENT AGENDA 1. Approve Payments and Disbursements
2. Approve Plans and Specifications, Order the Improvements, and Order Advertisement for

Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 4 – 0.
ITEM 8: At Home Preliminary Plat and PUD
Contract Planner Nathan Fuerst reviewed the site plan, PUD request, landscape and screening
plans, staff comments and recommendations from staff and the Planning Commission.
Don Place, 4010 Monarch Lane, thanked the developer for working with the neighbors to
address concerns and improve the screening plan. Mr. Place also commented on lack of
sidewalk maintenance in the winter months.
Councilmember Hirn, seconded by Councilmember Dragisich, moved TO ADOPT
RESOLUTION 2024-024 APPROVING THE PRELMINARY PLAT AND PUD
REQUESTED BY AT HOME APARTMENTS LLC FOR LAKE ELMO TOWNHOMES
BASED ON THE FINDINGS OF FACT AND CONDITIONS THEREIN. Motion passed 4 –
0.
Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT ORDINANCE
2024-05 APPROVING THE PUD ORDINANCE FOR THE DEVELOPMENT PROPOSED
BY AT HOME APARTMENTS SUBJECT TO THE APPROVAL OF A FINAL PLAT AND
PUD. Motion passed 4 – 0.
Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT RESOLUTION
2024-025 AUTHORIZING SUMMARY PUBLICATION OF ORDINANCE 2024-05. Motion
passed 4 – 0.
ITEM 9: Approve Water System Study Findings, Recommendations and Next Steps
City Engineer Griffin presented options and recommendations for future planning for placement
of new city wells and treatment plants to address PFAS contamination. Neighborhood
connections and next steps were also reviewed.
Mayor Cadenhead read written comments submitted by resident Anne Bucheck,2301 Legion
Avenue, questioning the effects of new city wells on neighboring communities and also
questioning disposal of PFAS removed from city well water.

Councilmember Dragisich, seconded by Councilmember Holtz, moved TO APPROVE THE
PRELIMINARY FINDINGS AND RECOMMENDATIONS AS PRESENTED AT THE
COUNCIL MEETING, OR AS AMENDED BY THE COUNCIL, AND DIRECT STAFF TO
INITIATE PRELIMINARY AND FINAL DESIGNS FOR THE IMPROVEMENTS AS
RECOMMENDED, AND TO APPLY FOR THE APPLICABLE 3M SETTLEMENT GRANT
FUNDING THROUGH THE MPCA. Motion passed 4 – 0.
COUNCIL REPORTS
Mayor Cadenhead: Stated support for the City of Burnsville.
Councilmember Holtz: Reported on the EDA meeting that was held prior to the Council meeting.
STAFF REPORTS AND ANNOUNCEMENTS
Interim Administrator Schroeder: Reported on 2050 population feedback for the Met Council and provided an update on the City Administrator search.
Fire Chief Kalis: Thanked the community for the outpouring of support following the tragic
events in Burnsville.
Public Works Director Powers: Noted that the pickleball nets have been installed at Ivywood Park.
