PRESENT: Acting Mayor McGinn and Councilmembers Katrina Beckstrom, Dale Dorschner and Jeff Holtz. ABSENT: Mayor Cadenhead. Staff present: Administrator Handt, City Attorney Sonsalla, Administrative Services Director Goers, City Engineer Griffin, City Planner Jensen, Contract Planner Fuerst, Fire Chief Kalis, and City Clerk Johnson APPROVAL OF AGENDA Councilmember Holtz, seconded by Councilmember Hirn, moved TO MOVE THE CLOSED SESSION TO THE NOVEMBER 141 AGENDA. Motion passed 4-0. Councilmember Beckstrom, seconded by Mayor Cadenhead, moved TO MOVE ITEM 16, ""APPROVE PLAN REVIEWER JOB DESCRIPTIONAND POSTING" TO THE REGULAR AGENDA. Motion passed 4 — 0. Councilmember Holtz, seconded by Councilmember McGinn, moved TO APPROVE THE AGENDA AS AMENDED. Motion passed 4 — 0. Approve Massage Therapy License Renewals Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE CONSENT AGENDA AS PRESENTED. Motion passed 4 - 0. ITEM 16: Plan Reviewer Job Description and Posting Councilmember Beckstrom requested revising the education portion of the job description to follow the format used for recent job descriptions, allowing substitution of experience for education. Councilmember Beckstrom, seconded by Councilmember Hirn, moved TO TABLE ITEM 16. Motion passed 4 — 0. ITEM 20: Bridgewater Village Preliminary Plat, Conditional Use Permit, Zoning Map Amendment, Comprehensive Plan Amendment Contract Planner Fuerst presented the land use analysis, proposed comprehensive plan amendment, rezoning request, site layout, parkland dedication and staff comments. Discussion was held regarding water supply issues. Matt Alexander, Northshore Development Partners, spoke on behalf of the applicant, noting that only the bank property is proposing to develop and would be a low water user. Councilmember McGinn, seconded by Councilmember Holtz, moved TO ADOPT RESOLUTION 2023-111 APPROVING THE COMPREHENSIVE PLAN AMENDMENT REQUEST FOR BRIDGEWATER VILLAGE WITH THE FINDINGS AND CONDITIONS THEREIN. Page 2 of 3 LAKE ELMO CITY COUNCIL MINUTES November 8, 2023 Additional discussion held regarding water issues. The developer requested the Council table the item for further discussion. Councilmember Holtz, seconded by Councilmember McGinn, moved TO TABLE THE CURRENT ITEM TO A FUTURE MEETING. Motion passed 4 — 0. ITEM 21: Solar Farm Ordinance Zoning Text Amendment City Planner Jensen presented proposed updates to the solar farm ordinance to address concerns with the impacts solar farms may have on rural character and adjacent properties. Councilmember Hirn, seconded by Councilmember Beckstrom, moved TO ADOPT ORDINANCE 2023-20 AMENDING SECTION 105.12.620 TABLE 9-1 AND SECTION 105.12.1470 SOLAR FARMS AS PRESENTED BY CITYSTAFF. Motion passed 3 —1 (Holtz — nay). Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT SUMMARY OF PUBLICATION OF ORDINANCE 2023-20 WITH APPROVAL OF RESOLUTION 2023- 105. Motion passed 4 — 0. COUNCIL REPORTS Councilmember Beckstrom: Noted meeting replay on the City's website is not functioning. Councilmember Holtz: Thanked staff for their work on Election Day. STAFF REPORTS AND ANNOUNCEMENTS City Clerk Johnson: Provided an update on the November 7t" election. City Engineer Griffin: Reported on a neighborhood meeting scheduled for the 2024 Street and Utilities project. Meeting adjourned at 8:07 pm.
