CITY COUNCIL WORKSHOP MINUTES
NOVEMBER 14, 2023
CALL TO ORDER
Mayor Cadenhead called the meeting to order at 6:30 pm.
PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Matt Him, Jeff Holtz and
Lisa McGinn.
Staff present: City Administrator, Public Works Director Powers, Fire Chief Kalis, Finance
Director Hadler, City Planner Jensen, Contract Planner Fuerst and City Clerk Johnson.
Mayor Cadenhead, seconded by Councilmember McGinn, moved TO AMEND THE
AGENDA TO ADD A CLOSED SESSION TO THE END OF THE AGENDA PURSUANT
TO MINNESOTA STATUTES SECTION 13D. 05, SUBDIVISION 3 (A) FOR THE
PURPOSES OF THE CITYADMINISTRA TOR PERFORMANCE REVIEW. Motion
passed 5 — 0.
Update Long Range Financial Plan for Utilities
Tammy Omdal, Northland Securities, presented the Utility Financial Management Plan, noting
that the plan is guide that changes over time. Discussion was held regarding water rates and
encouraging water conservation.
New Lake Elmo Elementary Sketch Plan
Contract Planner Fuerst presented the proposed site plan, land use analysis, CUP conditions and
other considerations. Discussion was held regarding proximity to the Oakdale Gun Club and the
wooded nature of the location.
Mark Drommerhausen, Stillwater School District Director of Operations, commented on the site
and anticipated number of students.
Council discussed concerns related to water supply issues, the rural character of the proposed
location and request for extending city water and sewer to the site.
General Engineering Firm Interviews and Discussion
Interviews were held with Focus Engineering and Bolton & Menk.
Items for Future Meeting
City Administrator Handt noted that future meeting items will include two development sketch
plans and possibly an update from Washington County on the TH36/CSAH 17 interchange
proj ect.
Closed Session
Councilmember Hirn, seconded by Mayor Cadenhead, moved TO ENTER INTO CLOSED
SESSION PURSUANT TO MINNESOTA STATUTES SECTION 13D.05, SUBDIVISION 3
(A) FOR THE PURPOSES OF THE CITYADMINISTRA TOR PERFORMANCE REVIEW.
Motion passed 5 — 0.
Closed session held.
Councilmember Beckstrom, seconded by Councilmember Hirn, moved TO RETURN TO
OPENSESSION. Motion passed 5 — 0.
Meeting adjourned at 11:33 p.m.
