PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Matt Him and Jeff Holtz. Staff present: Interim Administrator Schroeder, Administrative Services Director Goers, City Attorney Sonsalla, City Engineer Griffin, Public Works Director Powers, Fire Chief Kalis, City Planner Jensen, Contract Planner Nathan and City Clerk Johnson APPROVAL OF AGENDA Councilmember Holtz, seconded by Councilmember HIM, moved TO APPROVE THE AGENDA AS PRESENTED. Motion passed 4 — 0. PRESENTATIONS Public Works Operator Jason Monroe was presented with an award for his five years of service with the City. ACCEPT MINUTES Councilmember Holtz, seconded by Councilmember Him, moved TO ACCEPT THE MINUTES OF THE DECEMBER 5, 2023 CITY COUNCIL MEETING AS PRESENTED. Motion passed 4 — 0. PUBLIC COMMENTSANQUIRIES Elizabeth Everson, 11075 34th Street N., commented on removal of no parking signs on her street and asked for the signs that were in place prior to the Old Village project to be reinstalled stated "resident parking only." ITEM 23: Appoint Acting Mayor Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPOINT COUNCILMEMBER HOLTZAS 2024 ACTING MAYOR. Motion passed 4-0. ITEM 24: Appoint Required Officials to Fire Relief Association Board of Trustees Mayor Cadenhead, seconded by Councilmember Holtz, moved TO APPOINT MAYOR CADENHEAD AND COUNCILMEMBER BECKSTROM TO THE FIRE RELIEF BOARD OF TRUSTEES. Motion passed 4 — 0. ITEM 25: Ramsey Washington Cable Commission Appointment Mayor Cadenhead, seconded by Councilmember Holtz, moved TO APPOINT COUNCILMEMBER HIRN AS A DIRECTOR TO THE RAMSEY WASHINGTON CABLE COMMISSION. Motion passed 4 — 0. Page 2 of 4 LAKE ELMO CITY COUNCIL MINUTES January 2, 2024 ITEM 26: Council School Liaison Appointment Mayor Cadenhead, seconded by Councilmember Hirn, moved TO APPOINT COUNCILMEMBER HOLTZAS THE COUNCIL SCHOOL LIAISON. Motion passed 4 — 0. ITEM 27: Bridgewater Village Preliminary Plat, PUD, CUP, CPA and Rezoning Contract Planner Fuerst presented a land use analysis, site layout, and preliminary plat review. Matt Alexander, North Shore Development, discussed the phasing plan, comprehensive plan amendment and storm water reuse for irrigation. Discussion was held regarding the city's DNR water appropriation and potential impacts of new development on the water supply. Councilmember Beckstrom expressed concern that the development is premature. Mayor Cadenhead, seconded by Councilmember Holtz, moved TO ADOPT RESOLUTION 2024 006 APPROVING THE COMPREHENSIVE PLANAMENDMENT REQUEST FOR BRIDGE WATER VILLAGE WITH THE FINDINGS AND CONDITIONS THEREIN. Motion passed 3 —1. (Beckstrom — nay) Councilmember Holtz, seconded by Mayor Cadenhead, moved TO ADOPT ORDINANCE 2024-01 APPROVING THE ZONING MAP AMENDMENT REQUEST FOR BRIDGEWATER VILLAGE WITH THE FINDINGS AND CONDITIONS THEREIN. Motion passed 3 —1. (Beckstrom — nay) Mayor Cadenhead, seconded by Councilmember Holtz, moved TO ADOPT RESOL UTION 2 02 4- 0 0 7 A PPR 0 VING THE PRELIMINA R Y PLA T FOR BRIDGEWATER VILLAGE WITH THE FINDINGS AND CONDITIONS THEREIN. Discussion held regarding options for the developer to request an extension to allow time for the city to seek resolution to the water supply permit issue. Brief recess taken. Motion rescinded. Councilmember Holtz, seconded by Mayor Cadenhead, moved TO ADOPT RESOLUTION 2024 008 APPROVING THE CONDITIONAL USE PERMIT FOR BRIDGEWATER BANK WITH THE FINDINGSAND CONDITIONS THEREIN. Motion passed 4 — 0. Councilmember Holtz, seconded by Mayor Cadenhead, moved TO ADOPT RESOLUTION 2027-009 APPROVING THE SU AIARYPUBLICATION OF ORDINANCE 2024-01. Motion passed 4 — 0 Page 3 of 4 LAKE ELMO CITY COUNCIL MINUTES January 2, 2024 Matt Alexander, North Shore Development, indicated that they would agree to extend the deadline for preliminary plat approval for 30 days, or the second City Council meeting in February. Mayor Cadenhead, seconded by Councilmember Hirn, moved TO POSTPONE THE CONSIDERATION OF PRELIMINAR Y PLA TAPPROVAL TO THE SECOND MEETING IN FEBRUARY WITH THE PERMISSION OF THE APPLICANT. Motion passed 4 — 0. COUNCIL REPORTS Councilmember Holtz: Reported on Mahtomedi School meetings and facility review plan. STAFF REPORTS AND ANNOUNCEMENTS Administrator Schroeder: Reported on work on the DNR water appropriation permit and recommended a closed session to discuss water supply litigation, reported on meetings with the school district and noted there would be a special meeting preceding the workshop on January 9ch to interview an additional candidate for the City Council vacancy. Administrative Services Director Goers: Reported on start dates for hires. City Clerk Johnson: Provided reminders of the upcoming election and polling location changes. City Attorney Sonsalla: City Engineer Griffin: Noted upcoming open house at Washington County for the proposed upgrades to the TH36/Lake Elmo Avenue interchange. Meeting adjourned at 8:33 pm.
