CITY COUNCIL MINUTES
FEBRUARY 6, 2024
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7. 00 pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Nick Dragisich,
Matt Him and Jeff Holtz.
Staff present: Interim Administrator Schroeder, Administrative Services Director Goers, City
Attorney Sonsalla, City Engineer Griffin, Public Works Director Powers, Assistant Public Works
Director Swanepoel, Fire Chief Kalis, Finance Director Hadler, Community Development
Director Stopa, Contract Planner Nathan Fuerst and City Clerk Johnson
Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 5 — 0.
ACCEPT MINUTES
Councilmember Hirn, seconded by Councilmember Holtz, moved TO ACCEPT THE
MINUTES OF THE JANUARY 16, 2024 CITY COUNCIL MEETING AS PRESENTED.

Councilmember Dragisich, -seconded by Councilmember Hirn, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0.
ITEM 21: Old Village Moratorium
City Planner Jensen presented a recommendation to enact a moratorium on development in the
central corridors of the old village area to allow time for the city to update the master plan and
create a vision for the area.
Councilmember Hirn, seconded by Councilmember Holtz, moved TO ADOPT ORDINANCE
NO.2024-04 AND ORDER CITY STAFF TO PREPARE AN OLD VILLAGE MASTER
PLAN, STUDY THE USES IN THE VILLAGE DISTRICTS (TABLE 11-1), ANALYZE
REQUIRED UTILITY, ROAD, AND TRAIL CORRIDORS, AND PEDESTRIAN
CONNECTIVITYDURING THE PERIOD OF THE INTERIM ORDINANCE. Motion
passed 4 —1. (Beckstrom — nay)
Councilmember Beckstrom stated she would prefer to discuss the city's water issues at a
workshop and would like to see a city wide moratorium.
ITEM 22: 8012 Hill Trail Variance
City Planner Jensen reviewed the request for an impervious surface coverage variance to allow
for an expansion of living space in the home and relocation of a portion of the driveway.

Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO ADOPT
RESOLUTION 2024-019 APPROVING THE VARIANCE REQUEST WITH CONDITIONS
FROMDANIEL AND ANNE STOUDT TO ALL 0 WAN IMPER VIO US SURFACE
COVERAGE OF 19% AT 8012 HILL TRAIL NORTH. Motion passed 5 — 0.
ITEM 23: Dog Park Name
Assistant Public Works Director Swanepoel reviewed the names suggested for the city's new
dog park and noted Parks Commission recommendations for the Council to choose from.
Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE ELMO'S
PUP PARKAS THE FORMAL NAME FOR THE DOG PARK LOCATED AT 4259
.IAMACA AVENUE NORTH THOR UGH RESOLUTION 2024-020. Motion passed 5 — 0.
ITEM 24: Lions Park Advertisement
Assistant Public Works Director Swanepoel discussed the advertisement signs at Lion's Park
Ballfield and suggested updating the policy so advertisers would pay for the cost of their sign.
Councilmember Hirn, seconded by Councilmember Dragisich, moved TO AMEND
RESOL UTION 2017-070 TO INCL UDE THE INITIAL COST OF THE SIGN WO ULD
COME FROM THE ADVERTISER INADDITION TO A YEARLY FEE OF $500 FOR A
4X8 SIGNAND $900 FOR A 4X16 SIGNAND ARE REQUIRED TO USE THE VENDOR
SELECTED BY CITY STAFF. Motion passed 5 — 0.
ITEM 25: Bridgewater Village Preliminary Plat
Contract Planner Jeff Matzke, Bolton & Menk, reviewed the application, site plan concept,
setbacks, subdivision requirements and Planning Commission recommendations. Matt
Alexander spoke on behalf of the applicant and explained the anticipated water usage for the
proposed bank site.
Councilmember Holtz, seconded by Councilmember Hirn, MOVED TO ADOPT
RESOL UTION 2024-00 7 APPRO PING THE PRELIMINAR Y PLA T FOR BRIDGEWA TER
VILLAGE WITH THE FINDINGS AND CONDITIONS THEREIN. Motion passed 4 —1.

COUNCIL REPORTS
Mayor Cadenhead: Reported he attended the East Metro Water Group meeting and will attend
the Washington County long range transportation plan meeting tomorrow.
Councilmember Beckstrom: Requested that the City Administrator make it public what
meetings Councilmembers are attending.
Councilmember Holtz: Reported on the 3M priority group meeting on January 17th and the East
Metro Water Group.

STAFF REPORTS AND ANNOUNCEMENTS
Administrator Schroeder: Noted that information has been posted on the city's website
regarding water topics. Provided an update on the City Administrator search process. Noted
upcoming presentation from Washington County regarding Highway 36/CSAH 17 intersection at
the March workshop.
City Clerk Johnson: Provided reminders of early voting for the upcoming election.
City Engineer Griffin: Noted meeting with residents for the Stillwater Blvd. trunk watermain
and Manning Avenue Phase 3.
CLOSED SESSION
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO ENTER INTO
CLOSED SESSION PURSUANT TO MINN. STAT. SECTION 13D.05 SUBD. 3(3) TO
DEVELOP OFFERS FOR THE PURCHASE OF THE FOLLOWING PROPERTIES PID
24.029.21.13.0002, OR PID 15.029.21.41.0001, OR PIDI5.029.21.42.0004. Motion passed 5 -
0.
Closed session held.
Councilmember Holtz, seconded by Councilmember Hirn, moved TO RETURN TO OPEN
SESSION. Motion passed 5 — 0.
