Meeting Time: 6:30 PM Location: Lake Elmo City Hall, 3800 Laverne Avenue North, Lake Elmo, MN 55042 Kleis Park Pebble Park CITY OF LAKE ELMO NOTICE OF CANDIDATE FILING FOR MUNICIPAL OFFICE NOTICE IS HEREBY GIVEN that the period for filing Affidavits of Candidacy for Municipal Offices to be elected at the General Election on November 8, 2022, will open on TUESDAY, AUGUST 2, 2022, AND WILL CLOSE ON TUESDAY, AUGUST 16, 2022 AT 5:00 PM for the offices of: Two (2) Council Members for a term of four (4) years. Affidavits of candidacy are available from the City Clerk in person at City Hall, 3800 Laverne Ave. N. or by calling 651.747.3900. Filing fee is $2.00. Work at Stillwater Boulevard begins August 12 Drivers traveling on Stillwater Blvd. at the Hwy 36 interchange should expect delays over the next few weeks. Stillwater Blvd. will be reduced to one lane in each direction between Curve Crest Blvd. and 58th St. N. beginning Fri, Aug. 12 as crews begin improving pedestrian accessibility at the intersection. This work will also require some ramp closures: Stillwater Blvd to eastbound Hwy 36 closed 7 a.m. Fri, Aug. 12 to 8 a.m. Sun, Aug. 14 Westbound Hwy 36 to Stillwater Blvd. closed 8 p.m. Fri, Aug. 12 to 8 a.m. Sun, Aug. 14 Eastbound Hwy 36 to Stillwater Blvd. closed 8 p.m. Mon, Aug. 15 to 8 a.m. Tue, Aug. 16 Westbound Hwy 36 to Stillwater Blvd. closed 8 p.m. Tue, Aug. 16 to 8 a.m. Wed, Aug. 17 Additionally, drivers traveling between Pine Springs and Stillwater will experience traffic delays as crews shift traffic lanes to accommodate the various construction activities. These traffic shifts will occur throughout the week, leaving one lane open in each direction. The Hwy 36 and Manning Ave. intersection will be fully reopen to traffic by the end of this week, and drivers on westbound Hwy 36 will be able to go north on Lake Elmo Ave. All other turns to/from Lake Elmo Ave. at the Hwy 36 intersection will remain closed through Mon, Aug. 15. Upcoming activities Hwy 36 is anticipated to fully reopen to two lanes of traffic in each direction by 5 a.m. Mon, Aug. 15. Drivers should expect off-peak lane closures between Stillwater Blvd. and Greely St. through August. Once Hwy 36 is open to full capacity in both directions, the intersections of Hwy 36 and Demontreville Trail and Keats Ave. will fully reopen to traffic. ​MnDOT urges motorists to always be attentive, drive with caution, slow down in work zones where workers are present. Please follow the posted detour route and avoid traveling through residential neighborhoods for the safety of those that live in the area. All construction activities and traffic impacts are weather dependent and subject to change. For more information on the Highway 36 Project click here: MNDOT Metro - I-94 Oakdale to St. Croix: 2022-2025 construction Eastbound I-94 lane closure in Washington County begins July 18 Beginning at 5 a.m. Mon, July 18, eastbound I-94 will be reduced to two lanes of traffic between Woodbury Dr. and the St. Croix River in the east metro through late October. Construction crews will be reinforcing the road shoulders along this stretch of eastbound I-94 in preparation for pavement resurfacing in 2023. Shoulder reinforcement includes removing the current pavement and replacing it with a thicker layer of pavement that can withstand high traffic volumes. Crews will use the road shoulders to maintain two lanes of traffic in each direction on I- 94 during next year’s construction. No ramp closures are planned as part of this work in 2022. Advance warning of stopped traffic on I-94 This year, MnDOT will also install traffic monitoring censors along I-94 within the project area. The censors will alert motorists to slow or stopped traffic ahead via roadside electronic message boards. Their purpose is to help keep motorists, passengers, and construction crews safe in work zones. During construction, plan your route in advance and expect delays during peak travel times. All construction activities and traffic impacts are weather and schedule permitting and subject to change. More about this project I-94 between Hwy 120/Century Ave. and the St. Croix River will undergo a two-and-a-half-year pavement improvement construction project beginning in July 2022. The work will improve safety, traffic flow and ride smoothness. Construction will occur in three stages with most of the work happening in 2023 and 2024. Watering Restrictions Reminder: City ordinance allows for outdoor watering between the hours of 6PM and 5AM and follows an odd/even schedule. Properties with even-numbered postal addresses may water, sprinkle, or irrigate their lawns only on even-numbered days. Properties with odd-numbers postal addresses may water only on odd- numbered days. To help reduce water usage, and your water bill, the City of Lake Elmo is contributing up to 90% of the cost of smart irrigation controller devices. Business and Community Working Together/ Lake Elmo Farmer’s Market is a 501c3 The City of Lake Elmo has begun participation in the State of Minnesota's Performance Measurement Program. This program began in 2010 for cities and counties to report on at least 10 performance measures annually as a way to aid residents, taxpayers, and state and local elected officials in determining the efficacy of counties and cities in providing services and measure residents' opinions of those services. The Lake Elmo Library Book Club will meet on June 2 at 6:30 p.m. to discuss our first selection, "Bel Canto" by Ann Patchett. Copies of this title are ready for checkout at the library. Meetings will be held at the same time, 6:30 p.m., on the first Thursday of each month. The Lake Elmo Book Club will be reading titles within the genres: classics, literary fiction, local interest, and award winners (with some exceptions as voted on by The Club). Book selections will be available one month prior to the meetings. We look forward to seeing you! Join Lake Elmo Library for special storytimes at the Sally Manzara Interpretive Nature Center at Sunfish Lake Park. Business Retention and Expansion Program The Lake Elmo Economic Development Authority (LEEDA) will be kicking off a Business Retention and Expansion Program in March. LEEDA members will be reaching out to schedule visits with members of our business community to learn more about their business, what’s going well, what could be done differently and how LEEDA can help them continue to grow and prosper in Lake Elmo. With around 300 businesses in Lake Elmo and only 6 LEEDA commissioners, this campaign will take many months and likely continue into 2023. Commissioners will be focusing on businesses in the Old Village area first and then moving towards the I-94 corridor later this year.
