Pledge of Allegiance 2. Approve Agenda 3. Approve Minutes of November 14, 2022 4. Public Hearing a) Upper 33" Street N Conditional Use Permit Request. A conditional use permit request to construct a four unit townhome building on PIDs 13.029.21.32.0052 and 13.029.21.32.0051. b) Final PUD Plan and Final Plat — Royal Golf Club at Lake Elmo 5'* Addition. U.S. Home. LLC (Lennar) for approval of a Final PUD Plan and Final Plat for 43 lots for single-family homes. There would be 46 lots remaining to be final platted. 5. Regular Business 6. The city is fortunate to have active and involved residents on its commissions providing valuable input for future projects and growth. The city's number one value statement is to foster an environment based on trust and ethics. These philosophies and practices help the city in recruiting and retaining exceptional community servants in this capacity. Accepting Applications for Commissioners on the following Commissions/Committees: PLANNING COMMISION PARKS COMMISSION ECONOMIC DEVELOPMENT AUTHORITY CAPITAL IMPROVEMENT COMMITTEE The City of Lake Elmo is currently accepting applications to serve on the Planning Commission, Parks Commission, Economic Development Authority and Capital Improvement Committee beginning in 2023. Commissioners typically serve a three year term. The Planning Commission advises the City Council regarding matters relevant to city planning and zoning practices, initiatives, applications, city code and the comprehensive plan. The Parks Commission advises the City Council on matters relevant to the city's parks and trail systems. The Economic Development Authority (EDA) advises the Council on economic development matters including business retention, expansion and recruitment. The Capital Improvement Committee serves to aid the City Council and staff in the development of the annual Capital Improvement Plan; a plan for the City's infrastructure (such as streets, parks and utility systems), vehicles, equipment and public buildings. The plan includes estimated cost, the need for each improvement, funding source and the financial impact that the improvement will have on the City. Terms will be staggered for the inaugural year. Opportunities to commit to 1, 2 or 3 years is available. The city is currently seeking volunteers who have an interest in providing service and representing the community on the above commissions and committee. All City Services are available at City Hall, 3800 Laverne Avenue Please drive slowly and watch for construction activity Street and Utility Project Updates Updates on current city street and utility projects are available on the City's website: Projects ROAD WORK AHEAD Winter reminders from the Lake Elmo Public Works Department Please keep the following in mind this snow plowing season: • Place trash receptacles at the end of your driveway, not in the roadway • Vehicles should not be left parked on the street during snowfalls • Depending on the amount of snowfall, streets may be plowed several times • Mail boxes damaged during snow removal will be evaluated case by case. If it is damaged by City equipment, public works will install a temporary post and will install a permanent post in the spring 1 • Plowing snow across roadways is unlawful and against State Law. Accidents and damages caused by snow piles left in the roadway may result in liability to the property owner. • Help shovel out fire hydrants near your homes. Keeping hydrants clear of snow can substantially reduce the time it takes firefighters to put out a fire. • According to City Ordinances, homeowners are responsible for removing all snow and ice from public side- walks in front of their homes within (48) hours after a snowfall. Failure to do so could result in injury to the public as well as a violation of City ordinances The City of Lake Elmo is on Nextdoor! LEEDA members will be reaching out to schedule visits with members of our business community to learn more about their business, what's going well, what could be done differently and how LEEDA can help them continue to grow and prosper in Lake Elmo. With around 300 businesses in Lake Elmo and only 6 LEEDA commissioners, this campaign will take many months and likely continue into 2023. Commissioners are now beginning to reach out to businesses south of 10th Street between Inwood Avenue and Keats Avenue. Due to the size of the slab, concrete will be poured in stages over several days. The slab will be 8 inches thick when complete with highway grade concrete that is needed to support the weight of fire trucks that can weigh up to 64,000 pounds. Additional information is available on the City's City Center CITY OF LAKE ELMO COMBINED CITY HALL & PUBLIC SAFETY FACILITY The new Lake Elmo City Hall / Public Safety Facility combines City Hall staff and functions, the entire Fire Department. and a satellite office for the Washington County Sheriff's department. This co -location involves renovating and expanding the City -owned Brookfield Office building to concentrate civic resources into a single structure at the historic core of the city.
