ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and Order
the Advertisement for Bids for the Stillwater Boulevard (CSAH 14) Trunk Watermain Improvements?
BACKGROUND: On February 20, 2024, the City Council approved the plans and specifications for the
Stillwater Boulevard (CSAH 14) Trunk Watermain Improvements and authorized staff to advertise the
project for bids. The improvements include the extension of a 12-inch trunk watermain along segments of
Stillwater Boulevard (CSAH 14) and Stillwater Lane from Jamaca Court to Klondike Avenue.
Reconstruction of Stillwater Lane is included in the scope of work.
The project will construct a critical trunk water transmission line that completes a primary watermain loop
within the intermediate pressure zone, and provides a secondary transmission main to ensure a continued
water supply under conditions of a trunk watermain repair/break. The trunk watermain improvement is
also needed to meet the growing water supply delivery demands for the newly connected neighborhoods
outside of the City growth areas, and was identified as an important water system improvement in the Clean
Drinking Water Supply Plan (CDWSP) recently completed for the 3M Settlement Funds. The project will
provide new water service stubs to 10 residential properties, 2 of which have private well advisories.
PROPOSAL DETAILS/ANALYSIS: Bids were received and opened electronically on March 19, 2024.
The city received 7 bids, with A-1 Excavating LLC providing the lowest base bid. Full bid results can be
viewed in the engineer’s attached letter of recommendation.
Contractor references for A-1 Excavating LLC were reviewed and verified. The City Engineer and the
design engineer (SEH) are therefore recommending that the City award the contract to the lowest
responsible bidder, A-1 Excavating LLC, for the base bid contract amount of $2,459,786.00.
In addition, staff received proposals from Braun Intertec and AET, Inc. to complete material testing during
construction, and received a proposal from SEH, Inc. to provide construction support services, including
staking and on-site observation services. Staff is recommending the city enter into a material testing contract
with Braun Intertec in the not-to-exceed amount of $25,400, and enter into a construction services contract
with SEH in the amount of $197,800.
FISCAL IMPACT: Approval of this resolution commits the council to enter into a construction contract
for the project. The post-bid estimated total project cost is $3,140,000, including $1,955,000 for the water
system improvements and $1,185,000 for street improvements.
The project will be funded through the MPCA Grant in the amount of $3,140,000. No special benefit
assessments are proposed for these improvements. The Grant is set to expire on December 31, 2025.
RECOMMENDATION: Staff is recommending that the City Council approve a resolution accepting bids
and awarding a contract to A-1 Excavating LLC for the base bid in the amount of $2,459,786.00 for the
Stillwater Boulevard (CSAH 14) Trunk Watermain Improvements. The recommended motion for this
action is as follows:
“Move to approve Resolution No. 2024–040, accepting bids and awarding a contract to A-1 Excavating
LLC for the base bid in the amount of $2,459,786.00 for the Stillwater Boulevard (CSAH 14) Trunk
Watermain Improvements.”
Staff is also recommending that the City Council authorize a material testing contract with Braun Intertec
in the not-to-exceed amount of $25,400 and a construction services contract with SEH in the amount of
$197,800. The recommended motion for this action is as follows:
“Move to authorize a material testing contract with Braun Intertec in the not-to-exceed amount of
$25,400 and a construction services contract with SEH in the amount of $197,800 for the Stillwater
Boulevard (CSAH 14) Trunk Watermain Improvements.”

A RESOLUTION ACCEPTING BIDS AND AWARDING A CONTRACT
FOR THE STILLWATER BOULEVARD (CSAH 14) TRUNK
WATERMAIN IMPROVEMENTS
WHEREAS, pursuant to an advertisement for bids for the Stillwater Boulevard (CSAH
14) Trunk Watermain Improvements, bids were received, opened, and tabulated according to
law, and bids were received complying with the advertisement; and
WHEREAS, bids were tabulated, checked and summarized to verify that all
requirements of the submittal were met; and
WHEREAS, the project engineer reviewed the bids and has provided a letter
recommending the award of the contract to the lowest responsible bidder, A-1 Excavating LLC,
for the base bid in the amount of $2,459,786.00.
NOW, THEREFORE, BE IT RESOLVED,
1. That the Mayor and City Clerk are hereby authorized and directed to enter into a Contract
in the accordance with the above ordered Project, in the amount of the Contractor’s
lowest responsible bid, and according to the plans and specifications thereof approved by
the City Council.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the
next two lowest bidders shall be retained until a contract has been signed.

A-1 Excavating, LLC has completed similar work in Lake Elmo and the surrounding communities. SEH
concludes that A-1 Excavating, LLC has the experience and ability to complete a project of this size and
scope. Accordingly, we recommend the project be awarded to A-1 Excavating, LLC in the amount of
$2,459,786.00.
