CITY COUNCIL MINUTES
APRIL 2, 2024
Mayor Cadenhead called the meeting to order at 7. 00 pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Nick Dragisich,
Matt Him and Jeff Holtz.
Staff present: Interim Administrator Schroeder, Administrative Services Director Goers, City
Attorney Sonsalla, City Engineer Griffin, Public Works Director Powers, Assistant Public Works
Director Swanepoel, Fire Chief Kalis, Finance Director Hadler, Community Development
Director Stopa, City Planner Jensen and City Clerk Johnson
Councilmember Holtz, seconded by Councilmember Him, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 5 — 0.
ACCEPT MINUTES
Councilmember Dragisich, seconded by Councilmember Beckstrom, moved TO ACCEPT THE
MINUTES OF THE MARCH 19, 2024 CITY COUNCIL MEETING AS PRESENTED.

Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0.
ITEM 12: Accept Bids and Award Contract for CSAH 14 Trunk Watermain Improvements
City Engineer Griffin presented the proposed improvements and bids received for the project.
Councilmember Hirn, seconded by Councilmember Holtz, MOVED TO APPROVE
RESOL UTION NO. 2024-040, ACCEPTING BIDS AND A WARDING A CONTRACT TO A-
1 EXCAVATING LLC FOR THE BASE BID IN THE AMOUNT OF $2,459, 786.00 FOR
THE STILL WATER BOULEVARD (CSAH 14) TR UNK WATERMAIN IMPROVEMENTS.
Motion passed 5 — 0.
Councilmember Hirn, seconded by Councilmember Holtz, moved TO A UTHORIZE A
MATERIAL TESTING CONTRACT WITH BRA UN INTER TEC IN THE NOT -TO -
EXCEED AMOUNT OF $25,400 AND A CONSTRUCTION SER VICES CONTRACT WITH
SEHIN THE AMOUNT OF $197,800 FOR THE STILL WATER BOULEVARD (CSAH 14)
TRUNK WATERMAINIMPROVEMENTS. Motion passed 5 — 0.
ITEM 13: Royal Golf 611 Addition Final Plat
City Planner Jensen reviewed the request for final plat for the Royal Golf 61h Addition, noting
that it is generally consistent with the preliminary plat.
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE
RESOL UTION 2024-038, APPROVING THE ROYAL GOLF CL UB AT LAKE ELMO 61H
ADDITION FINAL PLAT AND FINAL PUD PLANS BASED ON THE FINDINGS OF
FACT AND CONDITIONS OUTLINED IN THE STAFF REPORT. Motion passed 5-0.
ITEM 14: Peanut Poppy Ranch Minor Subdivision and Easement Vacation
City Planner Jensen presented the request to consolidate seven lots and divide the new parcel
into two lots. Vacation of a roadway easement on 47`h Street North was also included in the
proposal. Planner Jensen noted that the Planning Commission recommended approval and there
were no public comments at the public hearing. Brief discussion was held regarding the Ag
Preserve documents and the applicant's attorney indicated that new documents would be filed
with the Met Council.
Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE
RESOL UTION 2024 XX APPROVING THE PEANUT POPPY'S RANCH MINOR

SUBDIVISIONAND EASEMENT VACATIONREQUEST BASED ON THE FINDINGS OF
FACT AND CONDITIONS PRESENTED IN THE STAFF REPORT. Motion passed 5-0.
ITEM 1.5: Pebble Park Playground Replacement
Assistant Public Works Director Swanepoel presented plans for replacement of the playset at
Pebble Park.
Councilmember Holtz, seconded by Councilmember Dragisich, MOVED TO PURCHASE
AND INSTALL A NEW PLAYGROUND SET AT PEBBLE PARK AND TO RECOMMEND
OPTION NOT TO EXCEED $121,000. Motion passed 5 — 0.
ITEM 16: Resolution Supporting Retention of City Zoning Authority
Community Development Director Stopa reviewed current proposed legislation in the state
legislature that would promote multifamily housing and limit the ability of cities to make their
own decisions about local zoning and land use.
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO ADOPT
RESOL UTION 2024-041 SUPPORTING RETENTION OF CITY ZONING A UTHORITY.
Motion passed 5 — 0.
ITEM 17: City Administrator Search
Interim Administrator Schroeder and Shawn Murphy, Public Administration Associates, stated
that the next step in the City Administrator search is to select finalists for interviews.
Councilmember Dragisich, seconded by Councilmember Holtz, moved TO ADVANCE
CANDIDATES 1, 2 AND 5 TO BE FINALISTS FOR THE LAKE ELMO CITY
ADMINISTRATOR POSITION.
Mayor Cadenhead offered a friendly amendment to the motion to REPLACE CANIDA TES 2
AND 5 WITH CANDIDATES 4 AND 6. Amendment accepted, motion passed 5 — 0.
Mayor Cadenhead, seconded by Councilmember Holtz, moved IF ONE OF THE THREE
SELECTED CANDIDATES WITHDRAWS, ANADDITIONAL CANDIDATE WILL BE
OFFERED AN INTERVIEW. Motion passed 5-0.
Councilmember Beckstrom, seconded by Mayor Cadenehead, moved TO PROVIDE ONE
QUESTION FOR THE CANDIDATES TO ANSWER ON THE WRITING ASSESSMENT.

STAFF REPORTS AND ANNOUNCEMENTS
Administrator Schroeder: Reported on upcoming training.
Fire Chief Kalis: Noted Severe Weather Awareness Week is next week.
Finance Director Hadler: Reminded the public of the new utility bill payment website.
Assistant Public Works Director Swanepoel: Announced the Arbor Day tree giveaway on
April 27th at Public Works.
Public Works Director Powers: Noted that the new water tower is on line, ash tree removal is
underway and the Public Works department will be hosting 2nd grade classes from Lake Elmo
Elementary later in the month.
