BACKGROUND AND PROPOSAL DETAILS/ANALYSIS: Washington County is requesting that the City of Lake Elmo approve a resolution of support for the County State Aid Highway 1.5 (Manning) Improvements, from loth Street (CSAH 10) to 3,500 feet north of 30th Street. The resolution expresses the City's support for the project, for the preliminary design layout dated February 13, 2024, and allows the County to proceed with the completion of the final design and plan review for the project. Upon completion of the final design the County will request the City to enter into a Cooperative Cost Agreement for the Project. The project is planned for construction in 2025. The improvements include pavement rehabilitation along the corridor, consisting of approximately 2,500 feet of Mill and Overlay (north end of project) and a Full Depth Reclamation of the remaining roadway pavements, from approximately 33rd Street (airport access) to loth Street. To improve safety along the corridor the County is adding new southbound left turn lanes at 27th Street, 24th Street (Manning Trail), 22nd Street, and 18th Street; and adding northbound left turn lanes at Manning Trail (north intersection), 22nd Street, 18th Street Court, and Manning Trail (south intersection). The west leg of 18th Street will have its current access to Manning Avenue (CSAH 15) closed with the installation of a new cul-de-sac. The closure is necessary due to the close proximity of the 18th Street Court/Manning Avenue intersection. Post project, all access from Lake Elmo, between loth Street and 30th Street, will be directed to either the north Manning Trail intersection or the south Manning Ttrail intersection. Street lighting will be added at the Manning Trail intersection as requested by city staff. There are no stormwater management BMP impacts in Lake Elmo and there is no right-of-way acquisition proposed in Lake Elmo for this proposed improvement. FISCAL IMPACT: The anticipated cost participation in the project by the City of Lake Elmo is limited, in the current (60%) plans estimated amount of $2,460. The preliminary total estimated project cost is $3,434,500. RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent Agenda, a Resolution supporting Washington County's recommended layout for the County State Aid Highway 15 (Manning) Improvements, from 10th Street (CSAH 10) to 3,500 feet north of 30th Street. If removed from the Consent Agenda, the recommended motion for the action is as follows: "Move to approve Resolution No. 2024-046 Approving Municipal Support for the County State Aid Highway 15 (Manning) Improvements, from IOth Street (CSAH 10) to 3,500 feet north of 30th Street." CITY OF LAKE ELMO WASHINGTON COUNTY STATE OF MINNESOTA RESOLUTION NO.2024-046 A RESOLUTION APPROVING MUNICIPAL SUPPORT FOR THE COUNTY STATE AID HIGHWAY 15 (MANNING AVE) ROADWAY IMPROVEMENT PROJECT WHEREAS, Washington County's Capital Improvement Program includes a roadway improvement project on Manning Avenue (CSAH 15), from 10' Street (CSAH 10) to 3,500 feet north of 30t" Street, planned for construction in 2025; and WHEREAS, City of Lake Elmo in coordination with Washington County and Valley Branch Watershed District, Baytown. Township, and West Lakeland Township, has engaged in a preliminary design effort that started in April of 2023; and WHEREAS, the City and County have engaged in a community engagement process as part of the preliminary design effort intended to gather and consider public feedback for the project; and WHEREAS, A County recommended Manning Avenue (CSAH 15) Project Layout, dated February 13, 2024, showing proposed roadway and drainage improvements for the Project has been prepared and presented to the City; and WHEREAS, a preliminary project cost estimate for the Project, dated March 22, 2024, has been prepared and presented to the City; and WHEREAS, this resolution and approval does not obligate the City of Lake Elmo to any cost share or maintenance obligations as those will be considered by the City at a later date. WHEREAS, prior to advertising for contractor bids on the Project, Washington County will present the City with an updated cost estimate and bidding plans for support. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LAKE ELMO, That said County Recommended County State Aid Highway (CSHA) 15 Manning Avenue Roadway Improvement Project, dated February 13, 2024, be in all things approved; and 2. That the City of Lake Elmo supports the County continuing with the development of final plans and right-of-way acquisition necessary for the construction of the Project ADOPTED BY THE LAKE ELMO CITY COUNCIL ON THE SIXTEENTH DAY OF APRIL 2024.
