CITY COUNCIL MINUTES
APRIL 16, 2024
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Acting Mayor Holtz called the meeting to order at 7:00 pm.
PRESENT: Acting Mayor Jeff Holtz and Councilmembers Nick Dragisich and Matt Hirn.
Staff present: Interim Administrator Schroeder, Administrative Services Director Goers, City
Attorney Sonsalla, City Engineer Griffin, Public Works Director Powers, Fire Chief Kalis, Finance
Director Hadler, Community Development Director Stopa and City Clerk Johnson
APPROVAL OF AGENDA
Councilmember Hirn, seconded by Councilmember Dragisich, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 3 – 0.
ACCEPT MINUTES
Councilmember Dragisich, seconded by Councilmember Hirn, moved TO ACCEPT THE
MINUTES OF THE APRIL 2, 2024 CITY COUNCIL MEETING AS PRESENTED. Motion
passed 3 – 0.
PUBLIC COMMENTS/INQUIRIES
Bern Fleming commented on a presentation given at a neighborhood meeting by Rachel
Development regarding the Eberhardt Property plans and relayed concerns from his
neighborhood regarding traffic, sewage treatment, runoff and municipal water pressure.
Susan Dunn, 11018 Upper 33rd St. N, commented on minimum impact design standards, tree city
designation, former council member Dick Johnson passing away, Kruger Tree Farm article in the
Pioneer Press and risk of flooding in the city.

Councilmember Hirn, seconded by Councilmember Dragisich, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 3 - 0.
ITEM 5: Accept Bids and Award Contract for the 2024 Street and Utility Improvements
City Engineer Griffin presented the project schedule, location and proposed improvements.
Cliff Bujold discussed modification to the curbing in Carriage Station and requested that a
driveway approach be installed at residences in place of surmountable curb.
Councilmember Hirn, seconded by Councilmember Dragisich, moved TO APPROVE
RESOLUTION NO. 2024–045, ACCEPTING BIDS AND AWARDING A CONTRACT TO
NORTHDALE CONSTRUCTION COMPANY FOR THE BASE BID IN THE AMOUNT OF
$1,965,312.31 FOR THE 2024 STREET IMPROVEMENTS. Motion passed 3 – 0.
Councilmember Hirn, seconded by Acting Mayor Holtz, moved TO AUTHORIZE A
MATERIAL TESTING CONTRACT WITH AET, INC. IN THE NOT-TO-EXCEED
AMOUNT OF $29,400 FOR THE 2024 STREET IMPROVEMENTS. Motion passed 3 – 0.
ITEM 6: 10997 32nd St. N. Variances and Lot Division
City Planner Jensen presented the request for a lot split and variances for lot width, area and
setbacks. Planner Jensen noted that the property was two parcels in the past and the current
owners are seeking to return the property to two lots.
Councilmember Hirn, seconded by Councilmember Dragisich, MOVED TO ADOPT
RESOLUTION 2024-042 APPROVING THE LOT DIVISION AND VARIANCE REQUESTS
FROM DAVID SCHOMOKEL AND SARAH JOHNSON FOR THE PROPERTY LOCATED
AT 10997 32ND STREET NORTH WITH THE CONDITIONS LISTED IN THE STAFF
REPORT. Motion passed 3 – 0.
ITEM 7: Animal Inn Conditional Use Permit Amendment and Variance
City Planner Jensen presented the request from Animal Inn to expand their facility to include a
building addition, new building and fencing modifications. The applicant addressed questions
related to parking, noting results of a parking survey they conducted to ensure parking would be
adequate for their customers.
Councilmember Hirn, seconded by Councilmember Dragisich, MOVED TO ADOPT
RESOLUTION 2024-043 APPROVING VARIANCES FOR THE ANIMAL INN PROPERTY
LOCATED AT 8611 34TH STREET N WITH THE FINDINGS AND CONDITIONS LISTED
IN THE STAFF REPORT. Motion passed 3 – 0.

Councilmember Hirn, seconded by Councilmember Dragisich, moved TO ADOPT
RESOLUTION 2024-044 APPROVING A CONDITIONAL USE PERMIT AMENDMENT
FOR ANIMAL INN PROPERTY LOCATED AT 8611 34TH STREET N WITH THE
FINDINGS AND CONDITIONS LISTED IN THE STAFF REPORT. Motion passed 3 – 0.
ITEM 8: City Administrator Contract
Interim Administrator Schroeder reviewed the process for the new City Administrator hire.
Councilmember Dragisich, seconded by Councilmember Hirn, moved TO EXTEND THE
CONTRACT OFFER TO NICOLE MILLER. Motion passed 3 – 0.
COUNCIL REPORTS
Councilmember Holtz: Noted the EPA has updated MCL for PFAS.
Councilmember Hirn: Thanked staff for their work on the City Administrator search.
STAFF REPORTS AND ANNOUNCEMENTS
Administrator Schroeder: Noted that information on PFAS will be available on the city’s
website.
City Clerk Johnson: Reported on Arbor Day tree giveaway.
Finance Director Hadler: Reminded residents of the new payment portal.
City Engineer Griffin: Noted that well 2 is only used on a very limited basis.
