ISSUE BEFORE COUNCIL: Should the City Council approve the Grant Agreement Amendment with
the MPCA for the Well#2 PFAS Treatment Project?
BACKGROUND: On September 5, 2023 the City Council approved a Grant Agreement with the MPCA
(SWIFT Contract No. 235356) to research options for temporary and/or permanent treatment of PFAS at
Well#2, in order to continue the full production use of the well. The work further included the water
distribution system network modeling to determine performance and potential system changes for various
alternative water supply locations. The Grant was approved in the not to exceed amount of $58,000 and
expires on June 30, 2025.
On February 20, 2024 the City Council approved the preliminary findings and recommendations to proceed
with design phase engineering for an Anion Exchange (IX) Treatment facility for Well#2 using paired 8‐ft
diameter and 15‐ft tall steel pressure vessels. Well#2 will be operated on an emergency basis only through
peak 2024 summer demands while building modifications are initiated. Following the summer peak
demands, Well#2 rehabilitation and pump replacement work would be initiated.
PROPOSAL DETAILS/ANALYSIS: Following approval of the preliminary findings and
recommendations for the work at Well#2, City staff applied for a Grant Amendment, to increase the Grant
amount from $58,000 to $108,000, to increase the available funding to allow work to continue on the Project
while the full Project Grant Application is being prepared by City staff, and reviewed and approved by the
MPCA staff.
FISCAL IMPACT: The grant provides for a reimbursement to the City in the not to exceed amount of
$108,000; an increase of $50,000. The Grant is set to expire on June 30, 2025.
RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent
Agenda, the Grant Agreement Amendment with the MPCA for the Well#2 PFAS treatment Project.
“Move to approve the Grant Agreement Amendment with the MPCA for the Well#2 PFAS treatment
Project in the amended not to exceed amount of $108,000.”
