Home My WebLink About#15 - SCBA Fill Station and Compressor Purchase STAFF REPORT DATE: May 21, 2024 CONSENT TO: City Council FROM: Dustin Kalis, Fire Chief AGENDA ITEM: CIP Project F-022 – SCBA Fill Station & Compressor Replacement Purchase REVIEWED BY: Clark Schroeder, City Administrator Clarissa Hadler, Finance Director BACKGROUND: The Fire Department is requesting to purchase a SCBA (self-contained breathing apparatus) fill station & compressor as part of the department’s capital improvement plan. The 2024-2033 Capital Improvement Plan included the replacement of the SCBA fill station & compressor in 2024. ISSUE BEFORE COUNCIL: Should the City Council approve the purchase of the SCBA fill station & compressor recommended by staff, as outlined in the 2024 Capital Improvement Plan? PROPOSAL DETAILS/ANALYSIS: The fire department replaces equipment on a rotating basis based on each individual equipment need and service life. The current SCBA fill station & compressor system has an expected service life of 20 years. The current system was installed in 2003. As the unit ages, maintenance and repair costs will continue to increase. These funds will be utilized to replace equipment in a timely manner to reduce maintenance costs and down time of this vital equipment. This equipment will be utilized by all fire department staff to provide refilling of our breathing air that fire department staff use when working on fire and emergency scenes. This equipment is expected to be in service for 20 – 25 years. FISCAL IMPACT: The cost of this equipment had a budgeted amount of $65,000.00 and will be funded through the general fund as identified in the 2024 CIP. The current Bauer fill station and compressor will be traded-in at the time of installation with the trade-in value subtracted from the total purchase price. The trade-in value is $5,000. Two quotes were obtained; one from Alex Air Apparatus for a Bauer system with a quoted price of $51,645.00 and the second from Municipal Emergency Services for a Pivotair system at a quoted price of $69,529.57 and no trade-in option. Staff recommends the purchase of the Bauer system from Alex Air Apparatus as it is the same brand it is currently replacing, controls are very similar to our current system, service and maintenance are completed by Alex Air Apparatus and is under the budgeted amount. OPTIONS: - Approve purchase of the SCBA Fill station and compressor. - Do not approve purchase.
