HomeMy WebLinkAbout#12 - Hudson Blvd Segment A Improvements STAFF REPORT DATE: June 18, 2024 PUBLIC HEARING AGENDA ITEM: Public Improvement Hearing; Approve Resolution Ordering the Improvement, Accept Bids and Award a Contract for the Hudson Boulevard Improvements, Segment A SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Nicole Miller, City Administrator Sarah Sonsalla, City Attorney Clarissa Hadler, Finance Director Marty Powers, Public Works Director Chad Isakson, Assistant City Engineer ISSUE BEFORE COUNCIL: The City Council is respectfully requested to conduct a Public Improvement Hearing for the Hudson Boulevard Improvements Segment A, from Inwood Avenue (CSAH 13) to 1,400 feet east of Jade Trail. Following the hearing, should the City Council Order the Improvements, Accept Bids and Award a Construction Contract for the project? BACKGROUND: Pursuant to Minnesota Statutes, Section 429.011 to 429.111, a Public Improvement Hearing was noticed for June 18, 2024, to consider making the improvements along Hudson Boulevard, from Inwood Avenue (CSAH 13) to 1,400 feet east of Jade Trail. The attached notice was published in the official newspaper and individual notifications were sent to each address that will be wholly or partially assessed for the improvements. A feasibility report was adopted by the City Council on May 7, 2024 in order to ready the improvements for 2024 construction. The report identifies the necessary improvements, the estimated project costs, the assessment methodology and preliminary assessment amounts to be levied against benefitting properties. The City Council also approved the Project plans and specifications on May 7, 2024 and authorized staff to advertise the Project for bids. The Project was advertised on QuestCDN.com and in the Stillwater Gazette in accordance with the Minnesota Competitive Bidding requirements. PROPOSAL DETAILS/ANALYSIS: A Feasibility Report has been prepared to address the pavement rehabilitation improvements programmed for construction in 2024. The report serves to identify the necessary improvements, the estimated project costs, and to consider the assessment of a portion of the project costs to properties adjacent to and benefitting from the improvements. The improvements include pavement rehabilitation of Hudon Boulevard North, from Inwood Avenue (CSAH 13) to approximately 1,400 feet east of Jade Trail, including approximately 4,340 feet (0.82 miles) of commercial access frontage road and consisting of a Full-Depth Reclamation (FDR). From Jade Trail to the east property line of 9242 Hudson Boulevard, the roadway will be widened to accommodate successive short left turn lanes to accommodate the existing commercial driveway access spacing. The areas consisting of roadway widening and new turn lanes will include a full reconstruction consistent with the city standard pavement section for collector streets. The north side of Hudson Boulevard will be urbanized with new concrete curb and gutter, storm sewer, and a new 8-ft. wide bituminous trail to create a continuous trail from Inwood Avenue (CSAH 13) to Keats Avenue (CSAH 19). The FDR will include an 8‐inch recycled aggregate base with a new 4-inch bituminous surface, and will provide a 10-ton roadway pavement section. Stormwater management will be implemented to mitigate rate and volumes increases in accordance with South Washington Watershed District (SWWD) rules, including vegetated swales with check dams, expanded city owned detention pond within the Boulder Ponds subdivision, SAFL Baffles/filtration, and manhole flow control structures. Permanent right-of- way/easement acquisition is not required for the improvements. Temporary construction easements may be required for trail construction and driveway approaches, including 8500, 8550, and 8650 Hudson Boulevard. The total estimated feasibility report cost is $2,580,000. A portion of the project is proposed to be assessed to the benefitting properties, which includes 10 commercial properties with direct driveway access along the proposed improved frontage of Hudon Boulevard North (see attached assessable property exhibit). In addition, the roadway segment is designated as a Municipal State Aid Street (MSAS) which is eligible to receive MSA funds to pay for all or a portion of the improvements that are state aid eligible and if the improvements meet state aid design standards. The preliminary assessment roll is attached to this Report showing the proposed assessment amount for each of the 10 benefitting properties. Street and drainage improvement assessments for commercial properties are based on assessing 100% of the adjusted street costs (reduced by City contributions for collector oversizing) on a lineal foot basis. With the total improvement frontage of 8,680 feet, the adjusted unit assessment for commercial street frontage is $132.00 per foot. Assessments for street and drainage improvements are levied over a 15-year period and charged an interest rate of 1% over the bond rate for the project. On June 13, 2024, contractor bids were received, publicly opened, and read aloud. The City received 4 bids for this project, with Dresel Contracting, Inc. providing the lowest bid in the amount of $2,075,003.37. Following review and verification of the bid tabulations, the City Engineer and the engineering design consultant are recommending that the Council award the contract to the lowest responsible bidder, Dresel Contracting, Inc., as outlined in the attached letter. As a part of this contract award staff is requesting Council to provide the City Administrator authorization to enter into a construction support services contract with KLJ in the amount not to exceed $200,000, and a material testing contract in the not-to-exceed amount of $45,000. Geotechnical Service proposals were requested from Braun Intertec and American Engineering and Testing (AET). FISCAL IMPACT: The total post-bid estimated project cost is $2,615,000. This amount is $35,000 higher than the Feasibility Report costs. Since the $30,000 difference remains within the $48,000 contingency budget line item, staff is recommending that the preliminary assessment amounts remain unchanged. The improvements may be funded through a combination of Municipal State Aid Funds, in the amount of $1,436,000; Special Assessments, in the estimated amount of $437,976, and General Tax levy funds in the estimated amount of $741,024. RECOMMENDATION: Staff is recommending that the City Council approve a Resolution, Ordering the Improvement, Accepting Bids and Awarding a Contract to Dresel Contracting, Inc., for the Hudson Boulevard Improvements, Segment A. The recommended motion for this action is as follows: “Move to approve Resolution No. 2024-078, Ordering the Improvement, Accepting Bids and Awarding a Contract to Dresel Contracting, Inc. for the bid amount of $2,075,003.37 for the Hudson Boulevard Improvements Segment A, from Inwood Avenue (CSAH 13) to 1,400 feet east of Jade Trail.” Staff is also recommending that the City Council authorize the City Administrator to enter into a construction support services contract with KLJ in the amount not to exceed $200,000, and a material testing contract in the not-to-exceed amount of $45,000. The recommended motion for this action is as follows: “Move to authorize the City Administrator to enter into a construction support services contract with KLJ in the amount not to exceed $200,000, and a material testing contract in the not-to-exceed amount of $45,000 as recommended by staff, for the Hudson Boulevard Improvements, Segment A.
