HomeMy WebLinkAbout#03 - Village Pkwy UPRR Crossing Improvements Task Order STAFF REPORT DATE: July 2, 2024 CONSENT AGENDA ITEM: Approve Construction Engineering Task Order for Village Parkway UPRR Crossing Improvements. SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Nicole Miller, City Administrator Marty Powers, Public Works Director Chad Isakson, Assistant City Engineer ISSUE BEFORE COUNCIL: Should the City Council approve Task Order No. 8, Amendment #1 to SEH, Inc., for construction phase engineering services for the Village Parkway Union Pacific Railroad (UPRR) Crossing Improvements? BACKGROUND: The City of Lake Elmo is seeking to negotiate, permit, design and construct a new at- grade railroad crossing over the Union Pacific Railroad to complete the connection for Village Parkway from 30th Street North to 39th Street North at CSAH 14. Village Parkway has been planned and designed as part of the Old Village planning efforts to serve as a neighborhood collector roadway for the new development along the east side of the Old Village and to provide connectivity to the Village center. Design standards were developed and approved by the City council in January 2014 and developers were required to incorporate segments of the roadway into varies phases of their developments. As part of the developer discussions the at-grade railroad crossing itself would be completed as a City improvement project and developers agreed to provide financial contributions to the crossing on a per REC basis. These contributions have been addressed through the development agreements for each respective development and phase. PROPOSAL DETAILS/ANALYSIS: In 2019, the City Council authorized design phases services to be completed by SEH, Inc. (Task Order No. 8) to initiate the public at-grade railroad crossing improvements. The project plans and UPRR permits are substantially completed and are now waiting for UPRR crew schedules and final project agreements. The Task Order has therefore been amended to include the necessary preconstruction project coordination services and construction phase engineering services (see attached amended Task Order) to construct the project in 2024 and 2025. The improvements include the at- grade street crossing, pedestrian crossing, safety improvements and watermain crossing. FISCAL IMPACT: $89,800 for construction phase engineering services. The Village Parkway UPRR Crossing Improvements, including planning, engineering and construction will be completed and paid by the City of Lake Elmo. However, the City is collecting “Railroad Crossing Improvement” fees from adjacent developments through each respective development agreement. RECOMMENDATION: Staff is recommending that the City Council approve Task Order No. 8, Amendment #1 to SEH, Inc., for construction phase engineering services for the Village Parkway UPRR Crossing Improvements. The recommended motion for this action is as follows: “Move to approve Task Order No. 8, Amendment #1 to SEH, Inc., for construction phase engineering services for the Village Parkway UPRR Crossing Improvements, in the not to exceed amount of $89,800.” ATTACHMENTS: 1. (SEH®) is pleased to submit this proposal for preliminary design, final design, preparation of bidding documents, permitting, and project management for the Village Parkway UPRR Crossing Improvements located within the Union Pacific Railroad’s (UPRR) right-of-way. The proposed project consists of extending street, pedestrian, and water main facilities along Village Parkway within the UPRR right-of-way. Our scope of services also includes providing the City with support in developing agreements and applications to create a new railroad-highway at-grade crossing of Village Parkway and the UPRR track. We understand Village Parkway will be constructed to approximately five feet south of the UPRR right-of- way in 2019 by the developer’s contractor, and our design services would extend Village Parkway to a distance of approximately five feet north of the UPRR right-of-way. It is also our understanding that the future extension of Village Parkway north of these proposed limits will be designed/constructed with a separate/future project. We propose the following team to assist the City with this phase of the project: Scott Haupt – Project Manager, Josh Cotter – Senior Railroad Engineer, Jeff Thene – Lead Technician, and Adam Bona – Lead Designer. If acceptable, we propose to furnish these services in accordance with the Master Agreement between SEH and the City of Lake Elmo on an hourly basis plus reimbursable expenses for a maximum fee of $82,100. A detailed work task and hour breakdown is attached showing the tasks and staff hours we anticipate to complete our understanding of the work. Our assumptions relating to our understanding of the desired scope of services are included at the bottom of the work task breakdown. Payment for any additional services shall be based on the actual time required to perform the services and the billable rates for the employees engaged directly on the project, plus actual reimbursable expenses. All services will be invoiced monthly. If this proposal is acceptable, please sign below and return a copy for our records. If you need any further information or wish to review this together, please contact me at 651.490.2055 or Todd Blank at 651.490.2017. Jack Griffin August 12, 2019 Page 2 Sincerely, Scott D. Letter $422.00 $422.00 1 3 - Total:$82,100 ASSUMPTIONS: 1. Proposed roadway alignment, profile and geometrics for future road north of tracks will be provided by others. 2. It is assumed that geotechnical recommendations for subgrade correction and pavement design will be provided by others; therefore, no soil boring/geotechnical engineering costs have been included. 3. Initial topographic survey will be performed asap. Follow-up partial topo will be performed once the proposed roadway/pedestrian geometrics are constructed south of the UPRR crossing to confirm conformance to design. 4. It is assumed the proposed improvements will exceed VBWD's permit threshold of 6,000 SF of new impervious and that permanent storm water mitigation requirements will be performed as part of the adjacent development or be granted a variance (by others). Therefore, no time related to VBWD permitting is included in this proposal. 5. All UPRR fees included are estimates only. This proposal does not include any estimated fees include for UPRR's subconsultant plan review cost, which we estimate could be approximately $25,000. 6. Proposal does not include effort associated with a grade crossing petition. 7. It is assumed that the City will provide any necessary projected traffic volumes. 8. It is assumed that title reports and appraisals (with an agreed upon appraiser) for necessary easements on UPRR property will be provided by the City/others. 9. It is assumed that the proposed public improvements within UPRR right-of-way will not require the development of a settlement monitoring plan. 8/12/2019 3:42 PM 2 of 2 S:\KO\L\Lakmo\Common\RFPs\Easton Village\Design Services\Village Parkway UPRR Crossing Improvements des scope and fee est.xlsx
