COMMISSIONERS PRESENT: Risner, Bohlig, Rehkamp, Steil, Vrieze COMMISSIONERS ABSENT: Dean STAFF PRESENT: Community Development Director Jason Stopa, City Planner Sophia Jensen, City Planner Ashley Monterusso, Nathan Fuerst with Bolton & Menk Pledge of Allegiance: at 6:30 PM Approve Agenda: M/S/P: Bohlig/Vrieze made a motion to approve the amended agenda. Vote: 5-0, motion carried unanimously Approve Minutes: M/S/P: Rehkamp/Steil made a motion to approve the 6-10-2024 meeting minutes. Vote: 5-0, motion carried unanimously. PUBLIC HEARING a) Highpointe Crossing Preliminary Plat and Open Space PUD. Rachel Development has submitted a preliminary plat and planned unit development applications for a 65-unit single family open space subdivision located at 2298 Inwood Ave (PID 21.029.21.32.0001). Consulting Planner, Nathan Fuerst with Bolton & Menk, gave presentation and answered questions. Applicant Paul Robbinson, 4180 Napier Court, St Michaels, spoke and answered questions. M/S/P: Steil / Rehkamp moved to open the public hearing at 7:39 PM. Vote: 5-0, motion carried unanimously. Public Comments: John Ekman, 2528 Imperial Avenue N: Has concerns regarding road safety, traffic, wildlife, septic issues. Wendy & John Vejtruba, 8457 26th Street N: Has concerns regarding septic location and what happens when it fails and property values being devalued, water availability, fence aesthetics, lot size, traffic issues. Gabriela Rodas, 8375 27th Street N: Has concerns regarding taxes, traffic study, density impact on septic, water issues. M/S/P: Steil / Bohlig moved to close the public hearing at 7:56 PM. Vote: 5-0, motion carried unanimously. M/S/P: Vrieze / Rehkamp moved to recommend approval of the preliminary plat and OP PUD requested by Rachel Development on the subject property based on the findings of fact and recommended conditions of Lake Elmo Planning Commission Meeting Minutes 7-22-24 approval listed in the staff report Vote: 1 Aye (Vrieze) - 4 Nay (Risner, Bohlig, Rehkamp, Steil), motion failed to carry. Applicant Paul Robbinson, 4180 Napier Court, St Michaels, spoke regarding concerns. M/S/P: Risner/Steil motioned to recommend denial of the preliminary plat and OP PUD plan as requested by Rachel Development for Highpointe Crossing based off of deviations requested from OP PUD maximum Density, minimum lot area and maximum impervious cover. Vote: 4 Aye (Risner, Bohlig, Rehkamp, Steil) - 1 Nay (Vrieze), motion carried 5 minute recessed PUBLIC HEARING b) Zoning Text Amendment. The City has initiated a zoning text amendment to City Code Section 105.12.430 Sign Regulations to update regulations, create signage subdistricts, and correct conflicting or outdated references. Community Development Director Jason Stopa gave presentation and answered questions. M/S/P: Rehkamp / Steil moved to open the public hearing at 8:34 PM. Vote: 5-0, motion carried unanimously. Public Comments: None M/S/P: Bohlig / Rehkamp moved to close the public hearing at 8:35 PM. Vote: 5-0, motion carried unanimously. M/S/P: Rehkamp / Bohlig moved to recommend approval of the proposed text amendment to the sign code. Vote: 5-0, motion carried unanimously. New/Unfinished Business a) Old Village Vision Study. Bolton and Menk will provide an update on the progress of the Old Village Vision community engagement and timeline. Consulting Planner, Nathan Fuerst with Bolton & Menk, gave presentation and answered questions. Communications/Updates: i. GreenStep Cities - Step 5 Award ii.
