City of Lake Elmo Parks Commission Minutes
April 15, 2024
Members Present: Commissioners Elam, Hoelscher, Esch, Bloyer, and Barrett
Absent: Commissioner Kastler
Staff Present: Assistant Public Works Director Swanepoel
The meeting was called to order by Elam at 6:30 PM.
Approval of Agenda
Barrett motioned to approve the agenda, Hoelscher provided a second; no discussion. Motion
approved 5-0.
Approval of Minutes
Hoelscher motioned to approve the March 18, 2024 Parks Commission Minutes, Esch provided a
second; no discussion. Motion passed 5-0.
Public Comments
None
Demontreville Playset Replacement
Assistant Public Works Director Swanepoel presented. The Commission provided comments and had
questions regarding the playset options and benches. Bloyer will work with staff on the playset color.
Esch moved to recommend to City Council the request to purchase and install a new playground
set at Demontreville Park with option 3 and incorporate the recommendations by staff along with a
second bench not to exceed $100,000, Barrett provided a second; discussion. Motion passed
unanimously 5-0.
Ridge Park Review
Assistant Public Works Director Swanepoel presented. The commission provided comments regarding
changes they would like to see for the park.
Steven Adamsky, 1535 Ivory Ct., commented on the parking lot, park history and amenities.
Park Tree Planting
Assistant Public Works Director Swanepoel presented. The Commission provided comments and had
questions regarding locations and tree care.
Communications
a) Parks Master Plan update.
b) CIP review update.
c) Pup Park update.
d) Tablyn Park parking lot update.
e) Reid Park update.
f) Pebble Park pickleball court update.
Elam adjourned the meeting at 7:32 PM
