CITY COUNCIL WORKSHOP MINUTES
JUNE 119 2024
Mayor Cadenhead called the meeting to order at 6:30 pm.
PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Matt Him and Jeff Holtz.
Staff present: City Administrator Miller, Administration Consultant Schroeder, Assistant Public
Works Director Swanepoel, Community Development Director Stopa, City Planner Jensen, City
Planner Monterusso and City Clerk Johnson.
Lake Association Grants
Administration Consultant Schroeder introduced the topic, noting current city practice for
awarding grants.
Link Lavey, LDO Association spoke on behalf of the members located on Lake Demontreville
and Olson Lake. Mr. Lavey discussed the projects performed by the association, challenges
facing the lakes, costs associated with management of the lakes and possibility of creating a lake
improvement district.
Liz Niehaus and Wendy Griffin, Lake Elmo Lake Association, discussed lake usage, association
funding and activities. They also noted that the public boat launch for Lake Elmo is located in
the Washington County Regional Park but the county has repeatedly declined participation in the
lake association.
Leann Lietch, Lake Jane Association, discussed issues with water quality, funding and
improvement projects at Lake Jane.
Discussion held regarding creation of a lake improvement district, increasing the yearly grant
with the 2025 budget and requesting funding from Washington County to assist with the
maintenance of Lake Elmo.
Oben Space PUD Ordinance Review
Community Development Director Stopa reviewed current open space PUD neighborhoods and
parcels that could be developed as an open space PUD under the current zoning regulations.
Proposed updates to the open space PUD zoning were presented and discussion held regarding
increasing storm water reuse in developments.
Parks Master Plan
Anna Springer, Bolton & Menk, reviewed the process, project schedule, vision and guiding
principles, public engagement and survey results. Discussion was held regarding survey results
and data collected on the baseball portion of the survey.
Community Room Policy Discussion
Administration Consultant Schroeder reviewed a draft policy for public use of the Community
Room in the City Center building and the former Council Chambers in the old City Hall
building.
Items for Future Agenda
Land Use Training, Village Area Study and City Debt Level, Tax Rate and Street Project Policy
will be on upcoming workshop agendas.
