CITY COUNCIL MINUTES

CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7.00 pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Nick Dragisich,
Matt Him and Jeff Holtz.
Staff present: Administrator Miller, Administrative Services Director Goers, City Attorney
Sonsalla, City Engineer Griffin, Finance Director Hadler and City Cleric Johnson
APPROVAL OF AGENDA
Councilmember Dragisich, seconded by Councilmember Holtz, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 5 — 0.
ACCEPT MINUTES
Councilmember Hirn, seconded by Councilmember Dragisich, moved TO ACCEPT THE
MINUTES OF THE JUNE 4, 2024 CITY COUNCIL MEETING AS PRESENTED. Motion
passed 5 — 0.

Councilmember Dragisich, seconded by Councilmember Holtz, moved TO APPROVE THE
CONSENTAGENDA AS PRESENTED. Motion passed 5 - 0.

ITEM 9: 2024A Bond Sale
Tammy Omdahl, Northland Securities, summarized the bond sale for the 2024 Street
Improvements and 2024 Collector Streets. Ms. Omdahl noted that Monty's gave the city a AA
rating and six bids were received for the sale of the bonds.
Councilmember Dragisich, seconded by Councilmember Holtz, moved TO APPROVE
RESOLUTION NO. 2024-084. A RESOLUTION AWARDING THE SALE OF $5,045,000
GENERAL OBLIGATION IMPROVEMENT AND UTILITY REVENUE BONDS, SERIES
2024A. Motion passed 5 — 0.
Mayor Cadenhead: Thanked the Sheriff's Department deputies, Fire Department, Public Works
Department for assisting Connect Lake Elmo with the 41h of July parade and also thanked the Lake
Elmo Rotary for providing ice cream for the event.
Councilmember Holtz: Noted that the 30th Street construction is complete and thanked staff for
their work on the project. Thanked the Public Works staff for replacing newly planted trees at
Easton Village. Reported on upcoming 3M work group projects and public open house at Oak
Land Middle School on July 25th regarding safe drinking water.
Councilmember Hirn: Noted upcoming Night out on August 6ch
STAFF REPORTS AND ANNOUNCEMENTS
City Clerk Johnson: Provided election reminders and candidate filing information.
Finance Director Hadler: Provided a reminder of the city's new bill payment website.
Meeting adjourned at 7:13 p.m.
