A RESOLUTION APPROVING MUNICIPAL SUPPORT FOR T1W

WHEREAS, Washington County has, through its Capital Improvement Plan (CIP) recommended
improvements to the intersection of County State Aid flighway (CSAH) No. 17, also known as Lake
Elmo Avenue and Trunk Highway JH) 36, to improve vehicle safety, velticle mobility, and
bikeability/walkability in this area; and
WHEREAS, Washington County, in consultation with the MnDOT, the City of Lake Elmo, and
the City of Grant, engaged in an intersection study process, beginning in 2021 to identify and evaluate
potential improvements to this intersection; and
WHEREAS, Washington County, together with MnDOT and the Cities of Lake Elmo and Grant,
have engaged in a community engagernent process as part of the study and preliminary design efforts
intended to gather and consider public feedback for the proposed improvements; and
WHEREAS, a preferred concept project layout, also known as the Overpass with Buttonhook
Ramps alternative, showing the proposed improvements, dated April 25, 2024, has been prepared and
provided to both the City of Lake Elmo and the City of Grant; and
WHEREAS, prior to advertising for contractor bids on the Project, Washington County will
present the City with a Cooperative Agreement for the cost sharing of the improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LAKE ELMO,
1. That the City of Lake Elmo supports the preferred concept project layout dated April 25, 2024;
and
2. That the City of Lake Elmo supports the County continuing with the development of final plans
and right-of-way acquisition necessary for the construction of the PrqJJect,
