PRESENT: Mayor Charles Cadenhead and Councilmembers Nick Dragisich and Matt Him. ABSENT: Councilmembers Katrina Beckstrom and Jeff Holtz. Staff present: Administrator Miller, Administrative Services Director Goers, Fire Chief Kalis, Community Development Director Stolpa, City Attorney Sonsalla, City Engineer Griffin and City Clerk Johnson APPROVAL OF AGENDA Councilmember Him, seconded by Councilmember Dragisich, moved TO APPROVE THE AGENDA AS PRESENTED. Motion passed 3 — 0. ACCEPT MINUTES Councilmember Dragisich, seconded by Councilmember Hirn, moved TO ACCEPT THE MINUTES OF THE JULY 17, 2024 CITY COUNCIL MEETING AS PRESENTED. Motion passed 3 — 0. ►i`tifT The City Council presented Firefighter Bret Anderson with an award for his 5 years of service with the Lake Elmo Fire Department, and Firefighter Robin Goodspeed was presented with an award for her retirement and 14 years of service on the Lake Elmo Fire Department. CONSENT AGENDA 2. Approve Payment of Disbursements 3. Accept Donation #4 to the Fire Department from the Don Raleigh Memorial Fund — Resolution 2024-086 4. Approve Hidden Meadows Warranty Security Release 5. Approve Release of Security for Easton Village 32nd Street/Manning Avenue Street Closure 6. Approve Pay Request No. 1 for the 2024 Crack Seal Project 7. Approve Pay Request No. 8 for Old Village Phase 7 Street and Utility Improvements LAKE ELMO CITY COUNCIL MINUTES August 7, 2024 8. Approve Release of Security for Savona Yd Addition 9. Approve MPCA Grant Agreement Amendment for South Area Production Wells Councilmember Dragisich, seconded by Councilmember Hirn, moved TO APPROVE THE CONSENTAGENDAASPRESENTED. Motion passed 3 - 0. ITEM 10: Zoning Text Amendment Sian Regulations Community Development Director Stopa presented proposed amendments to the city's sign regulations to update the regulations, create signage subdistricts and correct conflicting or outdated references. Councilmember Hirn, seconded by Councilmember Dragisich, moved TO ADOPT ORDINANCE NO. 2024-13, AMENDING CHAPTER]05.12.430 SIGN REGULATIONS AS PRESENTED. Motion passed 3 — 0. COUNCIL REPORTS Mayor Cadenhead: Commended resident Molly Brendemoen for her work on the Night to Unite event. Reported on ribbon cutting event for the Lake Elmo Inn's new restaurant in St. Paul. Councilmember Dragisich: Requested a discussion of right of way management on a future Council worksession. Councilmember Hirn: Commented on the Night to Unite event and the MPCA PFAS meeting. STAFF REPORTS AND ANNOUNCEMENTS City Cleric Johnson: Provided election reminders and noted a park naming survey is available on the city's website. Fire Chief Kalis: Noted the Fire Department is still recruiting Firefighters and noted the upcoming open house in the fall. City Engineer Griffin: Reported construction on 15`h Street has started and will last 3-4 weeks.
