AGENDA ITEM: Approve Off Sale Liquor License Application for TLC Investments, Inc. DBA
Lakewood Tavern

BACKGROUND: According to State Statute and City Code, applications for new Liquor Licenses
must be approved by the City Council and are contingent upon a background investigation by the
Washington County Sheriff’s Department and review by the Minnesota Department of Public
Safety, Alcohol and Gambling Enforcement.
ISSUE BEFORE COUNCIL:
Should Council approve the requested license application?
PROPOSAL: The City has received an application for a new Off- Sale liquor license for Lakewood
Tavern located at 9936 Hudson Blvd, Suite 101, Lake Elmo. The establishment is a full service
restaurant with seating capacity of 174 people and currently has an On-Sale liquor license in good
standing. The proprietors are requesting this license to allow them to sell sealed containers of their
signature cocktails or beer for consumption off premise. At this time, they plan to sell two of their
cocktails and one type of beer under the Off-Sale license.
The appropriate fees have been paid and all required documentation has been provided.
FISCAL IMPACT:
$200 additional annual fee for the Off-Sale license.
OPTIONS:
1) Approve license
2) Deny license
RECOMMENDATION:
If removed from Consent Agenda:
“Motion to approve On Sale and Sunday liquor license for TLC Investments, Inc DBA
Lakewood Tavern.”
