AGENDA ITEM: City Contribution to Community Events
BACKGROUND:
The City of Lake Elmo values community engagement and accountability. The city staff believes by
partnering with our community organizations, we can ensure that the events are safe, well run and
successful for all of our community to attend.
Staff has detailed below the contributions the city makes to the following community events:
• 4th of July parade
• Lake Elmo Night Out
• Light Up Lake Elmo
PROPOSAL DETAILS/ANALYSIS:
4th of July Parade:
• Sheriff’s office provides deputies for public safety
• City obtains road closure permit from Washington County
• Public Works assists with Road Closure and Detour Devices, multiple portable toilets, garbage
cans and no parking signs all dropped off and picked up during normal working hours. One staff
member then assists after hours on parade day for roughly four hours to help with closing and
opening the roads and with additional support
• Fire Department assists event planning with Connect Lake Elmo. Contacts UP railroad for event
notification. Receives an event specific National Weather Service forecast and monitors weather
with event staff. Assists in road closures, provides parade route direction with both on shift and
paid-on-call staff and using department vehicles. Will fill the dunk tank as needed.
Lake Elmo Night Out:
• Sheriff’s office provides deputies for community engagement
• Public Works supply’s Road Closure Devices, multiple garbage cans and toilets delivered and
picked up during normal working hours. Staff members bring equipment to display and climb on
and are available to engage with the community and answer questions.
• Fire Department provides recruitment, fire prevention / risk reduction materials to hand out.
Department staff are available to engage with the community and answer questions. Apparatus is
provided for tours. Crews visit neighborhood specific block parties. Will fill the dunk tank as
needed.
Light Up Lake Elmo:
• Sheriff’s office provides deputies for public safety
• City obtains road closure permit from Washington County
• Public Works supply’s Road Closure and Detour Devices, Portable Toilets and Garbage Cans all
delivered and picked up during normal working hours. One staff members then assists on the
event day, after hours four roughly 4 hours to close and open road as scheduled
• Fire Department provide apparatus to drive Santa and Mayor to the event. Assists in road
closures, provides route direction with both on shift and paid-on-call staff and using department
vehicles.
ISSUE BEFORE COUNCIL:
Does council have any questions/concerns with city contributions to community events?
FISCAL IMPACT:
Included in our annual budget is $1800 for the Sheriffs office to cover community events.
Fire and Public Works will include staffing for these events in their department budgets.
