City of Lake Elmo Parks Commission Minutes June 17, 2024 Members Present: Commissioners Elam, Hoelscher, Barrett, and Sturtz Absent: Commissioners Kastler, Esch, and Bloyer Staff Present: Assistant Public Works Director Swanepoel The meeting was called to order by Elam at 6:30 PM. Approval of Agenda Barrett motioned to approve the agenda as presented, Hoelscher provided a second; no discussion. Motion approved 4-0. Approval of Minutes Hoelscher motioned to approve the May 2024 Parks Commission Minutes, Sturtz provided a second; no discussion. Motion passed 4-0. Public Comments None Sand Volleyball Courts Assistant Public Works Director Swanepoel presented. The Commission had park amenity use, location and parking questions. Barrett moved to recommend to the City Council the addition of one sand volleyball court at Pilot Park and one sand volleyball court at Carriage Station Park, Hoelscher provided a second; discussion. Motion passed unanimously 4-0. Lions Multi-use Court Assistant Public Works Director Swanepoel presented. The Commission had questions. Hoelscher motioned to recommend to the City Council option #3 for the existing multi-use area at Lions Park, Barrett provided a second; discussion. Motion passed unanimously 4-0. Communications a) Dog Park update. b) Directional Signs. c) Park reservation process: the commission directed staff to look at adding user fees. Elam adjourned the meeting at 7:04 PM Respectfully Submitted Rebecca McGuire, Deputy Clerk STAFF REPORT DATE: 08/19/2024 DISCUSSION TO: Parks Commission AGENDA ITEM: Stonegate Park FROM: Adam Swanepoel, Assistant Public Works Director SUBMITTED BY: Marty Powers, Public Works Director BACKGROUND: Parks Commissioners were asked to review Stonegate Park to become familiar with the area and the parks amenities. This review comes as we assess city parks and evaluate any future goals of them. These goals are not immediate, but would be taken into consideration when determining any future additions to the park. Stonegate Park is 6 acres and is commonly used for its walking trails, playground and ballfield. The playground set was built in 1998 and is being considered for replacement in 2027 as it would exceed the 25 year life span. The baseball field consists of a backstop, clay infield and open outfield. ISSUE BEFORE THE COMMISSION: Would the Parks Commission like to see the playground replaced? Would the Parks Commission like to see any improvements to the baseball field? Would the Parks Commission like to see a pavilion installed at the Park? Would the Parks Commission like to see Stonegate and Ivywood Parks combined and reclassify the park as a community park? PROPOSAL DETAILS/ANALYSIS: In 2023, a new park trail was constructed to tie Stonegate and Inwood developments together. Current users of the trail can ultimately contour the trail from CTY Rd 13 (Inwood) to Keats Ave. The current playset is scheduled to be replaced in 2027, this playset was installed in 1998 and has exceeded its 25 year life span. Staff would recommend moving the playset when this is considered for replacement if additional parking was added between Ivywood and Stonegate Park. The current site for the playground is ideal however may limit the amount of users due to limited visibility and lack of parking. With ten baseball fields in the community and the current consideration a pinwheel complex, should improving this ballfield be considered? This field serves as the only ballfield in the South end of the city. Staff currently drags the ballfield weekly in the spring and summer and regular use of the field during these months. Improving and updating this ballfield could result in more active use of the park. Removal of the field could serve as a wider open space for other sports. Additional parking would be recommended if the ballfield was improved. Stonegate currently does not have a shelter or pavilion for rental or community use. Stonegate Park currently is not on a reservable for users. As a recommendation from our recent Parks Master Plan, it was considered to combine both Stonegate and Ivywood parks to make a community park. Combining the parks would allow for a larger footprint for space for a single park. This would provide the opportunity to make the park reservable and promote more use. FINANCIAL IMPACT: At this time there are no financial obligations to any of the considerations. Commissioners should consider any future items in the upcoming Capital Improvement Plan as well as any future work plans.
