HomeMy WebLinkAbout#06 -Lake Demontreville-Olson Lake Association GrantSTAFF REPORT DATE: November 6, 2024 CONSENT AGENDA ITEM: Lake Olson and Demontreville Grant Request SUBMITTED BY: Nicole Miller, City Administrator BACKGROUND: Included in the 2024 budget were funds for matching grants to the recreational lakes for water quality improvements like treating invasive species. This funding represents a 50% match, up to the maximum amount of $5,000 per lake. A match is required by the Lake Associations and any grant amounts received would not be included as part of the Lake Association match amounts. ISSUE BEFORE COUNCIL: Does Council approve the grant request from the Lake Olson and Demontreville Association? PROPOSAL: The Lake Olson and Demontreville Association has submitted an application for matching grant funding to treat Eurasian Milfoil, Curly leaf pond weed, and Zebra Mussel monitoring, this summer. A copy of their application is included in your packet. The grant request is for $5,000. FISCAL IMPACT: $5,000 from the budgeted $15,000 for the city’s three recreational lakes (Olson, Demontreville, Jane) OPTIONS: 1) Approve $5,000 for Lake Olson and Demontreville Association Eurasian Milfoil and Curly leaf pond weed Treatment 2) Approve a different amount for Lake Olson and Demontreville Association Eurasian Milfoil and Curly leaf pond weed Treatment 3) Do not approve any funding for Lake Olson and Demontreville Association Eurasian Milfoil and Curly leaf pond weed Treatment RECOMMENDATION: If removed from the consent agenda: “Motion to approve the Lake Olson and Demontreville Association lake improvement grant request of $5,000. Purpose of Survey This report includes survey results from an April survey of Lake Demontreville, and a June survey of Olson Lake. These surveys were conducted to locate and delineate areas of curlyleaf pondweed (CLP) in the designated portions of Lake Demontreville (#82-0101) and Olson Lake (#82-0103). This information will help to guide CLP management in the lakes and is required as a part of the DNR permitting process for herbnicide treatments. CLP Delineation Surveys We surveyed designated portions of Lake Demontreville on April 5, 2024 (pretreatment), and portions of Olson Lake on June 4, 2024 (peak abundance, no treatment). During these surveys, we navigated a meandering path over the designated search areas while using a combination of surface observations, sonar readings, and rake tosses to locate and delineate areas of CLP growth. When we encountered CLP plants, we marked the location, recorded the water depth, and rated the density of the growth using visual and rake density scores as described in the table below. For rake samples, we dragged a sampling rake over approximately 10 square feet of lake bottom and recorded the CLP density based upon the number of plants (stem count) retrieved on the rake. The recorded water depths and density scores were linked to the appropriate GPS locations and then mapped using desktop GIS software.
